Presentación del Programa
El programa de USAID Conectando Caminos por los Derechos (CCD) apoya la transición entre la ayuda humanitaria y el desarrollo de mediano y largo plazo para migrantes colombianos retornados y comunidades receptoras en Colombia. Su objetivo es aumentar la cohesión comunitaria y la seguridad ciudadana, para garantizar el derecho de todos los miembros de la sociedad a vivir libres de toda forma de crimen y violencia, independientemente de su estado legal en el país. CCD es implementado por el consorcio integrado por Freedom House, Pact, ABA-ROLI e Internews. CCD opera en áreas metropolitanas con amplia población migrante como Riohacha, Maicao, Cúcuta, Bucaramanga, Santa Marta, Cartagena, Barranquilla, Cali, Medellín, Bogotá, Pasto e Ipiales.
CCD aborda las violaciones de derechos humanos que prevalecen en comunidades receptoras y que representan mayor riesgo para la cohesión y la seguridad. El proyecto apoya la prevención y protección de las personas frente a la explotación laboral, la explotación sexual, el reclutamiento forzado, el tráfico de personas, la desaparición forzada y la violencia basada en género (VBG). Entre las poblaciones priorizadas por CCD se hace énfasis en mujeres, niñez y juventud, indígenas, afrocolombianos y personas lesbianas, gais, bisexuales, transexuales e intersexuales (LGBTI).
Objetivos del Proyecto**
Objetivo 1 – Prevenir las violaciones de los derechos humanos: CCD fortalece el marco legal y la capacidad institucional del gobierno colombiano para la prevención de violaciones de derechos humanos y la regularización de los migrantes venezolanos. CCD también mejora el acceso de los migrantes y retornados a información relevante, oportuna y confiable, y a servicios que les permiten identificar y prevenir riesgos.
Objetivo 2 – Fortalecer los sistemas de protección de los derechos humanos: CCD apoya los sistemas locales de protección formales e informales, fortalece mecanismos de referencia y el intercambio de información. CCD también contribuye a reducir los riesgos físicos y digitales que enfrentan los migrantes, los defensores de derechos humanos y los líderes sociales.
Objetivo 3 – Responder a las violaciones de derechos humanos: CCD ayuda a mejorar la documentación, valoración y difusión de las violaciones de los derechos humanos y apoya el litigio para poblaciones vulnerables. CCD contribuye a aumentar el acceso de migrantes y víctimas de violaciones de derechos humanos a servicios de justicia de calidad.
Objetivo 4 – Responder a circunstancias cambiantes: CCD dispone mecanismos flexibles para responder a desafíos imprevistos y necesidades cambiantes de comunidades migrantes y receptoras, como resultado de dinámicas cambiantes de los flujos migratorios mixtos.
Objetivo de la consultoría**
El/la consultor(a) será responsable de incorporar el enfoque migratorio con perspectiva de derechos y de Género en las instancias que abordan las Violencias por razones de Sexo y Género en el Valle del Cauca, como parte de la implementación de la Estrategia de Género e Inclusión Social (GESI) y el Objetivo 1 - Prevenir las violaciones de los derechos humanos, dentro del programa Conectando Caminos por los Derechos.*
Principalmente, el/la consultor(a) trabajará con la Asesora de GESI de ABA ROLI y el Coordinador Regional del Corredor Sur de Conectando Caminos por los Derechos (CCD) para brindar asistencia técnica a la Secretaría de Mujer, Equidad de Género y Diversidad Sexual (SMEGDS); para recopilar, analizar, fortalecer y/o generar los contenidos que permitan generar recomendaciones a rutas y protocolos que incidan directamente sobre la atención de población migrante víctima de violencia basada en género (VBG); El/la consultor(a) apoyará con la coordinación de la SMEGDS, el fortalecimiento técnico a funcionarios y funcionarias públicas que hagan parte del escenario “Mecanismo Articulador”, liderado por la Gobernación para que pueda incorporar acciones en materia regularización migratoria y en acceso a derechos a población migrante víctima de VBG y prevención de violencias por razones de sexo o género.
Principales deberes y responsabilidades**
Trabajar en colaboración con la Asesora de Género e Inclusión Social (GESI), el Coordinador Regional Sur de CCD, y la SMEGDS de la Gobernación del Valle para cumplir con el objetivo de la consultoría.
Diseñar un plan de trabajo y cronograma de actividades para la implementación de los deberes y responsabilidades de la consultoría.
Bajo la supervisión de ABA ROLI y en coordinación con la Gobernación del Valle del Cauca, apoyar a la Gobernación del Valle elaborar un documento de revisión documental, análisis de contexto migratorio de la mujer migrante y estado del arte de las políticas públicas, rutas, instrumentos y normatividad a nivel departamental para la prevención y atención de víctimas VBG haciendo espacial énfasis en mujeres migrantes venezolanas, con el objetivo de hacer recomendaciones para incorporar el enfoque migratorio en los protocolos, herramientas y rutas de prevención de VBG.
Bajo la supervisión de ABA ROLI y en coordinación con la Gobernación del Valle del Cauca, elaborar un plan de fortalecimiento al mecanismo articulador, donde se socialicen las recomendaciones a las rutas de atención y prevención de VBG con especial énfasis en mujeres migrantes.
Bajo la supervisión de ABA ROLI, llevar a cabo encuentros y talleres para la implantación del plan de formación a funcionarias y funcionarios públicos con el objetivo de fortalecer las capacidades de funcionarios públicos en regularización migratoria (ETPV), y en materia de prevención de VBG y acceso a derechos a mujeres migrantes víctimas de violencia por razones de sexo y género, principalmente aquellos que hagan parte del Mecanismo Articulador. La consultoría también realizará encuentros y talleres en el Municipio de Guadalajara de Buga en la CAME, Casa de Mujeres Empoderadas, según sea acordado.
Bajo la supervisión de ABA ROLI y en coordinación con la Gobernación del Valle del Cauca - OGEN se realizarán acciones para incorporar recomendaciones del enfoque migratorio en protocolos, herramientas y rutas de prevención de VBG.
Apoyar la consolidación e implementación del plan de trabajo del Nodo Sur de la Red de Observatorios de Género de Colombia que incorporan el enfoque migratorio.
En coordinación con la oficina de prensa de la Gobernación del Valle y el equipo de comunicaciones de CCD, generar contenidos e impulsar una campaña de comunicación donde se puedan generar los contenidos para reducir los niveles de xenofobia y prevenir la VBG con especial énfasis en mujeres migrantes.
Apoyar la gestión, la consolidación y el análisis de información recogida en las diferentes líneas de trabajo en clave de análisis situacional de mujeres migrantes y población LGBTI migrante.
Socializar los resultados de esta consultoría con las instancias competentes de la Gobernación del Valle para incorporar el enfoque migratorio dentro de los instrumentos de caracterización de los grupos poblacionales.
Asistir y participar activamente a las reuniones y actividades que sean convocadas por CCD y la Gobernación del Valle.
Hacer los reportes de las acciones realizadas al equipo MEL de CCD.
Escribir un Informe Final que sistematice los resultados de la consultoría.
Apoyar otras actividades requeridas asignadas por la Asesora de Género e Inclusión Social (GESI), el Coordinador Regional Sur de CCD, y la SMEGDS de la Gobernación del Valle para cumplir con el objetivo de la consultoría.
Entregables**
- Plan de trabajo y cronograma de actividades para la ejecución de deberes y responsabilidades de la consultoría.
- Metodología y plan de fortalecimiento de capacidades a funcionarios públicos en prevención de VBG y acceso a derechos a mujeres migrantes víctimas de violencia por razones de sexo y género, priorizando aquellos que hagan parte del Mecanismo Articulador y la CAME.
- Documento de análisis de contexto migratorio de la mujer migrante y estado del arte de las políticas públicas, rutas, instrumentos y normatividad a nivel departamental para la prevención y atención de víctimas VBG haciendo espacial énfasis en mujeres migrantes venezolanas, con el objetivo de hacer recomendaciones para incorporar el enfoque migratorio en los protocolos, herramientas y rutas de prevención de VBG sobre las condiciones, posiciones y situaciones de vulnerabilidad y violencia que de cuenta de la situación de las mujeres migrantes y retornadas en el Valle del Cauca.
- Documento de recomendaciones para la creación y/o ajuste de políticas públicas, rutas y protocolos para la incorporación del enfoque migratorio con perspectiva de Derechos y de Género en los mecanismos e instancias departamentales de Género que abordan las Violencias por razones de Sexo y Género en el Valle del Cauca.
- Documento que contenga los modelos de los instrumentos de caracterización de la población existentes que incorporen el enfoque migratorio.
- Plan de trabajo del Nodo Sur de la Red de Observatorios de Género.
- Informe final que sistematice los resultados de la consultoría, incluyendo los principales hallazgos, lecciones aprendidas, desafíos y recomendaciones.
Supervisión del/la Consultor(a)**
El/la consultor(a) contará con la orientación técnica y gerencial de la Asesora de GESI el Coordinador Regional Sur de CCD para garantizar la calidad y la ejecución de las actividades con el visto bueno de la SMEGDS de la Gobernación del Valle.
Cualificaciones Básicas**
Profesional en ciencias humanas, ciencias económicas, estadística o afines, con posgrado en ciencias humanas, género, ciencias económicas, estadística o afines
Mínimo de cinco (5) años de experiencia profesional demostrada en el campo de la igualdad de género, la incorporación de la perspectiva de género, los derechos humanos y la inclusión social.
Al menos dos (2) años de experiencia experiencia técnica en investigación, enfoque de género, enfoque diferencial, análisis de datos y producción editorial.
Experiencia laboral y conocimiento de la región de Valle del Cauca.
Fuerte compromiso con los principios del Estado de Derecho.
Se requiere fluidez en español (escrito y oral).
Experiencia con el software Microsoft Office.
Duración del contrato: 6 meses a partir de enero de 2022.

Consultancy for the incorporation of the migratory approach from the perspective of rights and gender in the instances that deal with violence based on sex and gender in the Cauca Valley.
Program Overview
USAID's Conectando Caminos por los Derechos (CCD) program supports the transition between humanitarian assistance and medium- and long-term development for Colombian returnees and host communities in Colombia. It aims to increase community cohesion and citizen security, to guarantee the right of all members of society to live free from all forms of crime and violence, regardless of their legal status in the country. CCD is implemented by a consortium comprised of Freedom House, Pact, ABA-ROLI and Internews. CCD operates in metropolitan areas with large migrant populations such as Riohacha, Maicao, Cúcuta, Bucaramanga, Santa Marta, Cartagena, Barranquilla, Cali, Medellín, Bogotá, Pasto, and Ipiales.
CCD addresses the human rights violations prevalent in host communities that pose the greatest risk to cohesion and security. The project supports the prevention and protection of people from labor exploitation, sexual exploitation, forced recruitment, human trafficking, forced disappearance and gender-based violence (GBV). Among the populations prioritized by CCD, emphasis is placed on women, children and youth, indigenous people, Afro-Colombians, and lesbian, gay, bisexual, transgender, and intersex (LGBTI) people.
Project Objectives
Objective 1 - Prevent human rights violations: CCD strengthens the Colombian government's legal framework and institutional capacity for the prevention of human rights violations and the regularization of Venezuelan migrants. CCD also improves migrants' and returnees' access to relevant, timely, and reliable information and services that enable them to identify and prevent risks.
Objective 2 - Strengthen human rights protection systems: CCD supports local formal and informal protection systems, strengthens referral mechanisms and information sharing. CCD also contributes to reducing physical and digital risks faced by migrants, human rights defenders and social leaders.
Objective 3 - Respond to human rights violations: CCD helps improve documentation, assessment and dissemination of human rights violations and supports litigation for vulnerable populations. CCD contributes to increasing access to quality justice services for migrants and victims of human rights violations.
Objective 4 - Respond to changing circumstances: CCD arranges flexible mechanisms to respond to unforeseen challenges and the changing needs of migrant and receiving communities as a result of changing dynamics of mixed migration flows.
Objective of the consultancy
The consultant will be responsible for incorporating the migration approach with a rights and gender perspective in the instances that address gender-based violence in the Cauca Valley, as part of the implementation of the Gender and Social Inclusion Strategy (GESI) and Objective 1 - Prevent human rights violations, within the CCD program.
Primarily, the consultant will work with ABA ROLI’s GESI Advisor and the CCD’s Regional Coordinator of the Southern Corridor to provide technical assistance to the Secretariat of Women, Gender Equity and Sexual Diversity (SMEGDS); to collect, analyze, strengthen and/or generate content to generate recommendations to paths and protocols that directly affect the care of migrant victims of gender-based violence (GBV); The consultant will support, with the coordination of the SMEGDS, the technical strengthening of public officials who are part of the "Articulating Mechanism" scenario, led by the Gobernación so that it can incorporate actions on migration regularization and access to rights for migrant victims of GBV and prevention of sex or gender based violence.
Main duties and responsibilities
Work in collaboration with the Gender and Social Inclusion Advisor (GESI), CCD's Southern Regional Coordinator, and the SMEGDS of the Gobernación of the Cauca Valley to fulfill the objective of the consultancy.
Design a work plan and schedule of activities for the implementation of the duties and responsibilities of the consultancy.
Under the supervision of ABA ROLI and in coordination with the Gobernación of the Cauca Valley, support the Gobernación of the Cauca Valley to elaborate a document of documentary review, analysis of the migratory context of migrant women and state of the art of public policies, routes, instruments and regulations at the departmental level for the prevention and attention of GBV victims with special emphasis on Venezuelan migrant women, with the objective of making recommendations to incorporate the migratory approach in the protocols, tools and routes for the prevention of GBV.
Under the supervision of ABA ROLI and in coordination with the Gobernación of the Cauca Valley, develop a plan to strengthen the articulating mechanism, where the recommendations for attention and prevention of GBV are socialized with special emphasis on migrant women.
Under the supervision of ABA ROLI, carry out meetings and workshops for the implementation of the training plan for public officials with the objective of strengthening the capacities of public officials in migration regularization (ETPV), and in the prevention of GBV and access to rights for migrant women victims of violence based on sex and gender, mainly those who are part of the Articulating Mechanism. The consultancy will also hold meetings and workshops in the Municipality of Guadalajara de Buga at the CAME, Casa de Mujeres Empoderadas, as agreed.
Under the supervision of ABA ROLI and in coordination with Gobernación of the Cauca Valley - OGEN, actions will be carried out to incorporate recommendations from the migratory approach in protocols, tools, and routes for the prevention of GBV.
Support the consolidation and implementation of the work plan of the Southern Node of the Network of Gender Observatories of Colombia that incorporate the migratory approach.
In coordination with the press office of the Gobernación of the Cauca Valley and the CCD communications team, generate content and promote a communication campaign where content can be generated to reduce the levels of xenophobia and prevent GBV with special emphasis on migrant women.
Support the management, consolidation and analysis of information collected in the different lines of work in terms of situational analysis of migrant women and migrant LGBTI population.
Share the results of this consultancy with the bodies of the Gobernación of the Cauca Valley to incorporate the migratory approach within the instruments of characterization of the population groups.
Attend and actively participate in meetings and activities called by CCD and the Gobernación of the Cauca Valley.
Make reports of the actions carried out to the MEL team of CCD.
Write a Final Report that systematizes the results of the consultancy.
Support other required activities assigned by the Gender and Social Inclusion Advisor (GESI), CCD's Southern Regional Coordinator, and the SMEGDS of Gobernación of the Cauca Valley to fulfill the objective of the consultancy.
Deliverables
Work plan and schedule of activities for the execution of the duties and responsibilities of the consultancy.
Methodology and capacity building plan for public officials in GBV prevention and access to rights for migrant women victims of gender-based violence, prioritizing those who are part of the Articulation Mechanism and the CAME.
Document analyzing the migratory context of migrant women and the state of the art of public policies, routes, instruments, and regulations at the departmental level for the prevention and care of GBV victims, with special emphasis on Venezuelan migrant women. This is with the objective of making recommendations to incorporate the migratory approach in the protocols, tools, and routes of GBV prevention on the conditions, positions, and situations of vulnerability and violence that account for the situation of migrant and returnee women in the Cauca Valley.
Document of recommendations for the creation and/or adjustment of public policies, routes, and protocols for the incorporation of the migratory approach with a rights and gender perspective in the departmental gender mechanisms and instances that address gender-based violence in Valle del Cauca.
Document containing the models of the existing population characterization instruments that incorporate the migratory approach.
Work plan of the Southern Node of the Network of Gender Observatories.
Final report systematizing the results of the consultancy, including the main findings, lessons learned, challenges and recommendations.
Consultant Supervision
The consultant will have the technical and managerial guidance of the GESI Advisor and CCD's Southern Regional Coordinator to ensure the quality and execution of the activities with the approval of the SMEGDS of the Gobernación of the Valley.
Basic Qualifications
Professional in human sciences, economic sciences, statistics or related, with postgraduate degree in human sciences, gender, economic sciences, statistics or related.
Minimum of five (5) years of demonstrated professional experience in the field of gender equality, gender mainstreaming, human rights, and social inclusion.
At least two (2) years of technical experience in research, gender approach, differential approach, data analysis, and editorial production.
Work experience and knowledge of the Cauca Valley region.
Strong commitment to the principles of the rule of law.
Fluency in Spanish (written and oral) is required.
Experience with Microsoft Office software.
Contract duration: 6 months starting January 2022.
