The ABA Rule of Law Initiative seeks a Staff Attorney who will be responsible for technical oversight and expertise on the USG-funded Social Media Activity and Rights in Trial (SMART) program. The Staff Attorney will coordinate closely with the ABA ROLI teams in Tajikistan, Kyrgyzstan and Uzbekistan to support two main program objectives: 1. Create systems for equitable and fair social media use in criminal cases in Kazakhstan, Tajikistan, and Kyrgyzstan, and 2. Regional activists engage governments and media outlets and push for stronger legal protections of online activities. The Staff Attorney will report directly to the Country Director and Regional Staff Attorney.
Principal Duties & Responsibilities
● Lead technical oversight, partner coordination, and implementation of activities under a designated program objective;
● Develop analysis, recommendations, and research regarding drafted or enacted legislation;
● Conduct legal research;
● Work directly with technical experts to design baseline assessments, workshops, trainings, round tables, study tours, etc.;
● Prepare and organize meetings with partner organizations;
● Develop annual work plans;
● Collect and analyze program monitoring data and evaluation;
● Draft program progress reports;
● Maintain professional relationships with international and donor organizations in Kazakhstan to avoid duplicating activities and ensure effective cooperation;
● Support the Country Director in conducting program outreach and communication;
● Participate in program-related meetings and events with beneficiaries as an official ABA ROLI representative; and
● Other duties identified by the Country Director.
Skill and Educational Requirements:
● At least 5 years of professional experience as a staff attorney;
● At least 5-7 years of experience with international development programs related to the rule of law, or the justice sector in Kazakhstan
● Experience with analyzing legislation, including draft legislative recommendations that affect the interests of entrepreneurs.
● Direct experience working with the justice sector and government agencies.
● Knowledge of public policy and/or rule of law development principles and approaches;
● LLM Law degree from an accredited Kazakhstan law school/university. International LLM is a plus.
● Experience planning and coordinating training events, developing resource materials;
● Fluent in English and Russian; Kazakh is a plus.
