The ABA Rule of Law Initiative (ABA ROLI) seeks a Senior Anti-Corruption Technical Advisor (STA) to provide technical expertise and assistance to ABA ROLI’s global programs focused on countering corruption and promoting transparency and accountability. The STA will be a thought leader and have a successful track record developing program approaches and tools through the application of good practices, evidence and innovation in support of anti-corruption programming from the design phase through monitoring, evaluation and learning.
The Senior Anti-Corruption Technical Advisor reports to the Director of the Global Programs Division and will have responsibility for developing strategic partnerships and contributing to new high-profile initiatives as well as building internal capacity by sharing resources and skills organization-wide. In collaboration with the business development and regional teams, the STA will contribute to the proposal process to expand ABA ROLI’s portfolio of anti-corruption programs. Additionally, the STA will provide technical support to anti-corruption related aspects of specific programs and activities within the division and across the organization.
Principle Duties / Job Responsibilities
Principle Duties and Job Responsibilities of the incumbent are as follows:
• Serve as the subject matter expert in the field of anti-corruption and related issues including transparency and accountability.
• Offer high-quality technical assistance to regional program teams throughout the program cycle (planning, design, assessments, implementation, monitoring, evaluation, learning and adaptive management).
• Develop and maintain strong collaborative relationships with colleagues across the organization, particularly regional division leadership and within the ABA.
• Develop and contribute to the development and drafting of program concepts and activities for new proposals.
• Proactively engage in outreach and represent ABA ROLI at internal and external learning events as well as meetings and workshops with partners, donors, and peer organizations.
• Develop and cultivate relationships with key stakeholders in the foreign policy and international develop anti-corruption arenas among think tanks, universities, governments and civil society organizations.
• Assist in the recruitment of anti-corruption experts; develop terms of reference for consultants.
• Identify and share information across the organization on anti-corruption related resources, events, and workshops and provide training for ROLI staff and partners.
• Track and analyze funder trends related to anti-corruption programming and support the organization’s efforts to identify and win new funding from existing and new donors and foundations.
• Publish academic journal chapters, blogs, and other written articles to demonstrate ROLI’s thought leadership, technical expertise and experience in the field.
• Contribute to overall organizational development in support of ROLI’s mission.
Basic Qualifications & Interests
• Possession of a Juris Doctorate from an ABA-accredited law school or recognized foreign law school, or possession of a master’s degree from an accredited college or university
• Minimum ten years’ experience in one or more thematic areas
• Minimum eight years’ experience in international development
Preferred Qualifications
• Advanced degree in political science, international development or a relevant social science discipline.
• Minimum 10 years relevant professional experience related to anti-corruption in government, academia, journalism, or civil society.
• Passion and commitment to anti-corruption, transparency and accountability and proven expertise in these areas.
• Experience providing technical assistance to program teams.
• Experience working with the Department of State, USAID, or other U.S. government donors as well as international development organizations.
• Experience undertaking comprehensive anti-corruption assessments at the country and institution levels.
• Demonstrated track record of contributing to proposal efforts, including proven proposal writing skills and in-depth knowledge of business development best practices.
• Strong relationship skills and ability to work effectively with local organizations, government counterparts, and other stakeholders.
• Proven capability to establish and maintain a wide array of professional relationships and networks at the headquarters and field levels.
• Excellent analytical, oral, and written communications, research, presentation, knowledge management and problem-solving skills.
• Strong leadership, interpersonal, entrepreneurial and management skills.
• Strong time management skills and ability to work under tight deadlines and to prioritize/manage multiple tasks simultaneously.
• Proven ability to work effectively in a team environment and at all levels of the organization, including with managers, peers, and technical staff at both headquarters and field offices.
