JOB SUMMARY
The Judicial Education Program Director will support the Country Director in implementing a program on judicial education. The Program Director will be involved in working meetings and presentations with key stakeholders to introduce, create and implement new training modules developed and established for judges.
The Program Director will support the development of a curriculum, individual courses, and may also serve as a trainer. Training modules may include giving and/or coordinating trainings on judicial skills, substantive legal knowledge and skills relating to courtroom and case management. This will also involve a train-the-trainer component.
Specific responsibilities of the position will include:
- Design and adapt training modules for judges on skills (e.g. opinion writing) and substantive areas of law (e.g. criminal law, criminal procedure);
- Assist to identify and address strategic priorities for judicial education;
- Design and adapt resource materials for judicial training such as practice guides and training manuals;
- Conduct portions of training workshops on the skills-based and substantive legal issues; and
- Coordinate international and national experts’ input into training modules and resource materials.
GENERAL RESPONSIBILITIES
- Is held responsible for day-to-day management of assigned programs and ensuring that all programmatic requirements are being met/exceeded according to the ABA ROLI and grantor requirements;
- Maintains accountability for all timely, accurate, and compliant in-country programmatic monitoring and evaluation;
- Oversees and is accountable for the development and deployment of substantive programming and activities, including, but not limited to, project work plans, managing volunteer legal specialists and consultants, and convening, organizing, and participating in training opportunities within the host country;
- Establishes and enhances effective collaboration and relationships with local entities and other development partners to fulfill program objectives within cost constraints and garner additional funding from partners;
- Maintains proactive communications with the Division Director and ROLI leadership to ensure timely and accurate updates on program activities, achievements, and shortcomings. Creates and implements corrective plans to improve performance against appropriate standards in areas where program shortcomings are identified;
- Assists in identifying best practices derived from lessons learned;
- Collaborates with the Country Director and local authorities to ensure that all programs and operations are compliant with local laws and regulations and, if required, have received all regulatory licensing/registrations prior to offering the program;
- Ensures compliance with all donor, ABA, federal, state, and local laws/regulations while managing the program(s). Ensures personal and program compliance with the FCPA;
- Provides leadership, coaching, counseling, feedback, performance appraisal, and, where appropriate, applies corrective actions to an assigned team;
- Performs other related duties as required.
QUALIFICATIONS
- JD or foreign equivalent and 7-10 years of relevant experience, including work as a judge;
- Experience managing and implementing US Government donor-funded international direct assistance and response programs;
- Experience implementing international donor-supported programs which must have included responsibilities for supervision of a team, financial management, and compliance;
- Fluency in English in order to meet the technical and managerial requirements of the program and donor requirements;
PREFERRED QUALIFICATIONS
- Expertise in judicial education
- Knowledge of the justice sector, the legal system and political context in the Middle East and North Africa Region a plus;
- Demonstrated planning, problem-solving, and program development skills required;
- Excellent writing and organizational abilities with attention to detail required;
- Ability to work proactively with minimal supervision is essential;
- Consistently high levels of professionalism, judgment and discretion are essential; and
- Excellent oral communication and interpersonal skills are essential.
- Strong preference for Chief of Party or Deputy Chief of Party experience
