Program Manager – Africa Division

The American Bar Association Rule of Law Initiative (ABA ROLI) Center for Global Programs seeks a Program Manager to manage a program portfolio in the Africa Division covering a range of programs promoting justice, economic opportunity and human dignity through the rule of law.

The Program Manager (PM) is responsible for full-cycle portfolio management including of headquarters and country-based personnel and their safety and security, work planning and monitoring and evaluation processes, financial and operational compliance, budget tracking, and partner and donor relations.

The Program Manager reports to the Africa Division Deputy Director. In addition to providing high-quality contributions for effective program implementation and a well-functioning portfolio team, the PM is expected to support other ABA ROLI Center for Global Programs Africa Division programs as needed as well as contributing to the development of new programs and initiatives.

Principle Duties / Job Responsibilities

Principle Duties and Job Responsibilities of the incumbent are as follows:

  • Oversees all programs in the portfolio, contributes to work plan development, activity budgeting, ensuring adherence to programmatic and financial award requirements, including the Foreign Corrupt Practices Act, 2 CFR 200, and ABA ROLI policies and procedures.

  • Oversees project reporting and the development of M&E plans ensuring effective implementation of M&E systems based on quality data and makes adjustments to program implementation based on assessments.

  • Creates and manages budgetary tracking tools to review actual to planned budget expenditures, modifying program approach to optimize budget utilization within the scope of the award.

  • Leads the development of proposals in collaboration with country-based staff including leading technical writing and budget development for proposals.

  • Coordinates donor and key partner relationships at headquarters level liaising with, e.g., the State Department program officers, grant officers/representatives, or agreement officers for program in the portfolio.

  • Understands and contributes to coordination efforts with partners and stakeholders, both internally and externally.

  • Manages program staff. Understands and manages human resource (HR) matters at headquarters and country levels and works in tandem with the HR department on all staff matters. Follows established recruitment processes and ensures adequate oversight.

  • Understands and customizes, when needed, do no harm principles in the program portfolio.

  • Maintains a general awareness of economic, political, and social trends in the operating environment, and develops and implements risk mitigation strategies.

  • Coordinates with communications department and provides inputs to outreach products such as blogs, briefers, website updates, and others.

  • Performs other related duties as required.

Required Education, Qualifications, Experience

  • Bachelor’s degree in a relevant field of study.
  • At least six (6) years’ experience in program management capacity.
  • At least two years of supervisory experience.

Preferred Education, Qualifications, Experience

  • Juris Doctorate from an ABA-accredited law school or master’s degree in international development or any other discipline relevant to the work of the American Bar Association – Rule of Law Initiative. NOTE: If the law degree is from a non-U.S. law school, the degree may not be required to be from an ABA-accredited law school.
  • Previous work experience in international development and/or human rights programming.
  • Knowledge of the Africa region.
  • Experience of managing programs based in Africa.
  • Interest in and commitment to rule of law, democracy and governance, human rights, gender equality and social inclusion.
  • Four years of experience supervising and managing teams at headquarters and country levels.
  • Demonstrated knowledge of program monitoring, evaluation and learning approaches and methods.
  • Business development experience with U.S. Government donors in proposal process management and technical writing for cooperative agreements and contracts.
  • Program budget drafting, tracking and management experience.
  • Excellent interpersonal skills and ability to work effectively with diverse groups of stakeholders.
  • Strong research, writing, analytical, knowledge management, and communication skills.
  • Effective time management and a strong ability to multi-task, adapt and manage competing priorities in a fast-paced environment.
  • Advanced Microsoft Office Suite skills and familiarity with social media.
  • Ability and willingness to be an effective team player.
  • Fluency in written and spoken English.
  • Language proficiency, if not fluency, in one or more other languages spoken on the Continent.
