Monitoring, Evaluation and Learning (MEL) Expert

ABA CGP is completing implementation of the Access to Justice and Support for the Rule of Law in the Philippines Program (ACCESS), a USAID funded five-year Program designed to bolster the rule of law and enhance access to justice in the Philippines. This goal is directed towards the most vulnerable communities in the Philippines, those whose rights are least protected, interests ignored, and ability to access a fair and predictable legal system is most restricted. Through ACCESS, ABA ROLI endeavors to provide support for the efficient and fair administration of justice in the Philippines, in partnership with key institutions, including the Supreme Court of the Philippines.

Reporting to the Deputy Country Director, the Monitoring, Evaluation & Learning Expert will oversee the execution and final output of the ACCESS program final evaluation in coordination with local staff and consultants based in the Philippines. The MEL Expert will ensure that the final evaluation is carried out in compliance with and meets the requirements set by USAID. Experience and background in access to justice will beneficial.

I. Scope of Work

The MEL Expert shall provide the following services:

1. Provide, as necessary, a secondary review of MEL data collection tools such as interview scripts and surveys to be used in the final evaluation.

2. Train and provide advice for staff members and consultants working in the Philippines to collect and analyze MEL data and to ensure that M&E data is used appropriately in decision-making.

3. Provide support in refining performance reporting and data analysis.

4. Analyze MEL data and ensure reporting is accomplished for monitoring, tracking, evaluation and learning efforts in a timely manner.

5. Support desk studies and assessments on selected themes.

6. Participate in meetings and represent ABA CGP/Philippine office on MEL matters, when needed.

7. Provide support in the drafting and editing of the final evaluation report and support efforts to utilize evaluation findings and adaptation based on learning.

8. Review, as necessary, other relevant draft performance reports.

9. Support the preparation of the Close-Out report in accordance with USAID requirements.

II. Selection Criteria

Education, Skills & Experience:

● Master’s Degree in public administration, public policy, development management/studies, social sciences, or other related areas, AND at least 5 years of experience in conducting monitoring, evaluation and learning for international development programs;

OR a Bachelor degree in these related fields AND at least 10 years of experience in conducting monitoring, evaluation and learning for development programs;

● Demonstrated experience in conducting MEL with both qualitative and quantitative data collection and analysis;

● Knowledge of the latest USAID MEL guidance, policy, requirements, tools and templates is preferred;

● Previous work experience in the Philippines or Southeast Asian countries is preferred;

● Experience managing M&E systems with donors, including M&E capacity building;

● Excellent command of written & spoken English; command of spoken or written Filipino would be an asset;

● High level of computer literacy is essential, including in the use of statistical software, online surveys and other MEL tools for indicator monitoring and analysis.
