ABA CGP is looking to expand its pool of independent Monitoring, Evaluation, and Learning experts to provide short-term MEL services, as needed. The expert will have a standing contract with the ABA CGP Learning, Evidence, and Impact (LEI) Office to work on specifically assigned project/program, proposal design or other technical support in monitoring, evaluation, research and learning as needed.
ABA CGP has a diverse portfolio of projects funded by U.S. and global donors and is seeking experienced evaluators who can contribute to ABA CGP’s MEL efforts by designing and implementing baseline studies, midterm and end-term evaluations, and producing high quality products that compile evidence for learning and adaptive management. Given the need for diverse methods for measurement in rule of law programs, ABA CGP is looking to select experts with experience in quantitative and qualitative methods, participatory approaches such as Outcome Harvesting, Most Significant Change, incorporating gender-responsive evaluation approaches, and designing implementing experimental and quasi-experimental evaluations.
Responsibilities:
Depending on the specific assignment, the Consultant may be called on to:
• Conduct program evaluations;
• Review quality of various MEL deliverables such as evaluation inception reports, data collection instruments, methodological or sampling approaches;
• Produce summary briefs of evaluations, assessments, or research reports;
• Develop literature review in support of ongoing research projects;
• Develop training content on specific themes in monitoring, evaluation, and learning;
• Facilitate Learning activities;
• Deliver training on specific MEL topics;
• Analyze collected quantitative or qualitative data.
Preferred qualifications:
• Substantial experience, evaluation certifications or a doctoral degree demonstrating advanced expertise in research design, adaptive management, gender responsive evaluation and/or working with data preferred.
• Experience with Democracy, Human Rights, and Governance or Rule of Law.
• Experience working with USG and overseas funding mechanisms and sources, including but not limited to Department of Labor and Department of State, Australian, Canadian, European, or UK funding mechanisms and sources and MEL standards.
• Developing and validating tools and conceptually meaningful custom indicators;
• Knowledge of different research designs, including experimental, quasi-experimental, participatory and mixed methods designs, Developmental Evaluation, Outcome Harvesting, Outcome Mapping, Most Significant Change.
• Experience conducting surveys, focus groups and elite interviewing, including through digital means.
