ABA ROLI’s Africa Division is seeking a Regional Deputy Director. The focus of the position is to lead the Division’s operations, compliance, and finance functions, reporting to the Regional Director. The Deputy Director will streamline and strengthen the Division’s operations, compliance, and finance processes, will oversee operations staff in DC, and will work closely with relevant staff in the field, including Chief Operations Officers and Finance Managers. The position is responsible for ensuring full compliance with ABA and donor rules and regulations as well as applicable national law, and to facilitate and enable nimble and efficient operations management in the Division’s overseas programs in the Africa region. The Deputy Director works closely with the Africa Division technical staff to facilitate the delivery of effective programs in the field.
The DD designs and ensures the implementation of Division-wide financial systems to closely track grant spending and provides guidance and oversight to field program staff and to program technical staff regarding burn rates and project spending. The position prepares projections for project spending with input from technical staff and from the field. The DD routinely checks expense reports and spot checks charges to open grants, with the support of staff under his/her supervision.
The DD ensures compliance with ABA procurement and contracting policies. He/she leads all Africa Division procurement and contracting processes with support from operations staff, and leads the development of operations and compliance management tools as needed. Ensures that contracts for services, supplies, equipment, and sub-grants are in line with applicable regulations and standards. The DD leads opening/closedown of offices including registration; office space; work permits; disposition plans; and severance.
RESPONSIBILITIES
· Functions as second in command to the ROLI Regional Director and supports the day-to-day tactical implementation of programming to achieve appropriate solutions to a defined strategy. Assists the Regional Director in the management of administrative and programmatic work within an assigned geography. Assists the Regional Director in donor relations and compliance.
· In the absence of the Director, functions in the capacity of the Director within his/her assigned scope of authority.
· Advises on or independently leads the development of grants and proposals for government agencies, domestic and foreign and other grantors/donors. Assists the Regional Director with oversight of the region’s development and growth through the provision of technical expertise, outreach and by seeking funding from both public and private sources.
· Creates demand for programs and explores, fosters and develops new or enhances existing field-based programs and financial recommendations for action by field staff.
· Assists staff with developing budget proposals for the region and is accountable for monitoring and reporting on budget performance at the micro- and macro-level. Recommends corrective actions throughout the budget period to maintain budget compliance.
· Assigns research tasks to staff for the purpose of designing and implementing of programs and the supporting data for proposal development.
· Functions as the principal point of contact for all M&E responsibilities within the Region.
BASIC QUALIFICATIONS
· Possession of a Juris Doctorate from an ABA-accredited law school and/or the equivalent law degree from a non-U.S. country, and seven (7) years of program, operational or international development experience, including three (3) years of supervisory experience; OR possession of a Master’s Degree, nine (9) years of program, operational or international development experience, including three (3) years supervisory experience.
PREFERRED QUALIFICATIONS & INTERESTS
· Previous experience in the field of international development with an emphasis on finance, operations, and compliance.
· Previous experience streamlining and strengthening operations and compliance practice, preferably in an international development organization.
· Knowledge of French is preferred.
· Previous work experience in a work location outside of the United States.
