The ABA Rule of Law Initiative seeks an expert to lead the monitoring, evaluation, and learning efforts for ABA ROLI global and country-based programs funded by USAID. The expert will be responsible for developing necessary monitoring and learning tools and processes, data management and analysis, and program reporting in close collaboration with the ABA ROLI Research, Evaluation and Learning Office.
RESPONSIBILITIES
· Leads the implementation of the Monitoring, Evaluation and Learning (MEL) plans for select USAID-funded programs
- Acts as a liaison between ABA ROLI and USAID on evidence and learning from the programs, including design of learning agenda, revision of the MEL plans and directing research activities
- Creates tailored tools and methods for measuring outcomes in key areas of work
- Ensure adherence to USAID and ABA ROLI M&E requirements and protocols
- Provides M&E guidance, oversight and trainings to staff on indicators, data collection techniques and methodologies, measurement tools and analysis, and reporting protocols
- Conducts regular data quality assessments to ensure that data meets the highest quality standards, particularly in the areas of data validity, reliability, timeliness, precision, and integrity
- Helps develop strategies for program adjustments as needed
QUALIFICATIONS
· Master’s degree
· Minimum 5 years of experience in a senior MEL role
· Strong familiarity with USAID approaches to monitoring, evaluation, and learning, including adaptive management
· Previous work in monitoring and evaluation in the field of anti-corruption, governance, or transparency preferred
