The American Bar Association Rule of Law Initiative (ABA ROLI) is a nonprofit organization that implements legal reform programs in over 60 countries around the world. ABA ROLI has nearly 700 professionals working abroad and in its Washington, DC office. ABA ROLI 's host country partners include judges, lawyers, bar associations, law schools, court administrators, legislative councils, ministries of justice and a wide range of civil society organizations, including human rights groups.

In Mali, ABA ROLI works with a coalition of civil society organizations to promote the development and implementation of transitional justice strategies that address serious human rights violations committed during Mali’s recent crisis. In partnership with local advocates, we monitor court proceedings, initiate strategic litigation, and conduct civic education on Malian law.

JOB SUMMARY

ABA ROLI seeks a Country Director to lead its program activities in Mali. The Country Director will oversee all programmatic, administrative and financial operations as ABA ROLI’s head of office. The Country Director will work with government counterparts and Malian civil society organizations to advocate for a national reconciliation process that respects community-level needs. This position is based in Bamako, Mali and is available immediately.

RESPONSIBILITIES

Under the supervision of the Africa Division Director and in collaboration with colleagues in Washington, D.C. and a Mali-based team, the Country Director will be responsible for overseeing the implementation of ABA ROLI’s programming in Mali, including but not limited to:

o Developing and facilitating trainings for civil society partners on community-level reconciliation and truth seeking processes and monitoring the implementation of CSO-led truth-seeking processes regionally;

o Conducting workshops and retreats for transitional justice leaders within Malian government; Mali’s Truth, Justice and Reconciliation Commission (TJRC); and civil society that contribute to strategic planning for Mali’s national transitional justice initiatives;

o Overseeing the production of radio and print content to increase Malians’ awareness and understanding of national-level reconciliation and justice processes;

o Developing and implementing a trial monitoring and advocacy strategy in collaboration with local civil society organizations to advocate to justice sector and transitional justice institutions, as well as the Malian public, the need for legal resolutions to human rights violations committed during Mali’s 2012-2013 crisis.

o Oversight of all financial and administrative operations of ABA ROLI’s office in Mali, including:

  • Managing local staff;
  • Overseeing sub-award recipients and monitoring their program implementation;
  • Monitoring the security environment and assessing risks to staff and local partners;
  • Ensuring compliance with ABA ROLI and donor policies and procedures;
  • Meeting regular reporting requirements – including oversight of project’s financial reporting.

o Contributing to the development of grant proposals and leading efforts to seek further funding opportunities in-country, in cooperation with headquarters-based program staff and in accordance with a strategic vision for ABA ROLI in Mali.

QUALIFICATIONS

  • JD/LLB (or equivalent) or master’s degree in law, political science, international relations, social sciences or other relevant degree;
  • Minimum of seven years’ experience in rule of law/human rights, peace-building or development, with at least two years’ transitional justice-specific experience;
  • Experience in the following areas relevant, but not required: conflict resolution; truth seeking; civil society and governmental coalition building; civil society training and capacity building; strategic litigation and advocacy; participatory research; and organizational strategic planning;
  • Experience in the region preferred, particularly in post-conflict settings*;* individuals with other regional expertise and relevant experience may be considered;
  • Experience working on US government-funded cooperative agreements;
  • Experience managing staff and/or an office;
  • Fluent French language skills (both oral and written) required; fluent English language skills highly desirable, but not required.
