ABA ROLI is a non-profit program that implements legal reform programs in roughly 40 countries around the world. ABA ROLI has nearly 400 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.

ABA ROLI seeks a Monitoring and Evaluation Officer for a period of 09-months in its office in Mexico City, with possible travel throughout the country. Candidates need to the able to work legally in Mexico.

JOB SUMMARY

The Monitoring and Evaluation Officer supports the Country Director in the implementation of ABA ROLI’s "New Advocates for Mexican Justice" Program ("Nuevos Abogados para el Sistema de Justicia en Mexico"), providing programmatic oversight and technical advice regarding program goals and activities through data analysis, and in coordination with Program Officers. The Monitoring and Evaluation Officer is responsible for elaborating M&E reports and developing and implementing long and short-term strategies, work plans, and activities. Serves as a monitoring and evaluation analyst and strategist for four program components (Oral Advocacy, Mediation, Criminal Investigations and Restorative Justice).

Assists to conduct Monitoring and Evaluation (M&E) on team programs and serves as an advisory resource for ABA ROLI on specific aspects of M&E of ongoing programs in Mexico, and undertakes research and provides support to projects by applying innovative techniques in monitoring and evaluating program effects/impacts.

Provides essential information and data management function, capturing, updating, analyzing and reporting on the performance and effects/impact of the "New Advocates for Mexican Justice" Program.

Supports the development and monitoring of the program and sector strategies and supports team with coaching on indicator selection, validating data quality and field monitoring visits. Performs essential quality control functions which ensure that program and resource allocation decisions are based upon the best available data and information.

The M&E officer will provide leadership for the program’s analytic agenda by proactively identifying information gaps, assessment and analytical needs.

RESPONSIBILITIES

  • Elaborates M&E plan reports;
  • Develops and implements long- and short-term strategies, work plans, and activities;
  • Supports technical activities;
  • Provides technical advice and support to counterparts and donors, regarding program goals and activities, through data analysis;
  • Conducts programmatic oversight in coordination with the Program Officers;
  • Provides administrative, logistical and financial support related to the Program;
  • Leads the preparation of reports for ABA ROLI and donors;
  • Provides business development support and outreach.

BASIC QUALIFICATIONS

  • EDUCATION: Bachelor’s Degree from an accredited college or university in Project Management, Statistics, International Relations, Political Science, Sociology, Economics, Public Policy, Public Administration, Industrial Engineering, Business Administration, Project Development, Management, International Law or Finance.
  • EXPERIENCE: 6 months to 1 year of progressively responsible, professional-level experience in monitoring and evaluation work, including experience in conducting performance and impact evaluations, formatting logical frameworks, overseeing project monitoring systems, project implementation and/or evaluating projects related to GOM, the international or NGO community. Previous experience working in Latin America, particularly Mexico. Experience in research or data analysis.
  • LANGUAGE: Proficient Speaking/Reading/Writing of English is required. Fluent Speaking/Reading/Writing of Spanish is required.
  • SKILLS AND ABILITIES: Thorough knowledge of Microsoft Office suite applications. Working knowledge of the Microsoft Office suite to include Word, Excel, PowerPoint and manipulating data in a database. Strong knowledge of data analysis. Strong interpersonal skills. Strong sense of ethics and professionalism.

PREFERRED

  • Previous experience with U.S. government-funded international programs;
  • Previous experience in applied research and survey design;
  • Knowledge of Qualtrics;
  • Previous experience in criminal justice related issues.
  • Strong commitment to rule of law principles.
