JOB SUMMARY

ABA ROLI is seeking a Social Behavior Change (SBC) Advisor, based in Manila, to provide strategic, technical and program development advice on an anticipated project to enhance democratic governance in the Philippines. The project will seek to increase public engagement in support of human rights. It will provide support for social and behavior change interventions to raise awareness, change attitudes, strengthen norms, and stimulate civic action in support of Filipinos’ basic civil and political rights. The project will undertake research to understand the obstacles and opportunities for citizen engagement to advance civil and political rights in the Philippines. This will lead to the design of subsequent interventions to increase citizen engagement in support of human rights and to strengthen the advocacy capacity of communities for advancing human rights.

This project will build on over 20 years of rule of law development work by the ABA in Asia, and complement other existing projects of ABA ROLI in the Philippines.

The SBC Advisor will provide technical assistance on social and behavior change, management and monitoring of research, and contribute to the design and adaptation of subsequent interventions, utilizing an adaptive management approach. The SBC Advisor will work closely with staff and partners to develop high-quality and contextually appropriate SBC approaches and tools to raise citizen awareness and knowledge and inspire positive behaviors to reinforce respect for human rights at scale. The SBC Advisor will lead on formative research and learning initiatives related to SBC approaches to increase community capacity and promote civic engagement to enhance democratic governance. The duration of the assignment is anticipated to be five years starting in September 2019.

Other responsibilities include:

· Collaborate with project team members and research partners to ensure efficient implementation and optimal integration of SBC strategies and stakeholders’ feedback in all activities.

· Work with staff and partners to identify opportunities and key stakeholders to improve SBC strategies as they relate to the program’s goal and objectives.

· Foster partnerships at all levels to promote learning and its application.

· Leverage social and behavioral change interventions to develop context-specific solutions and policy plans to foster rule of law and civil society development.

· Lead SBC learning activities; prepare project reports, presentations, and other communication resources drawing on evidence-based studies, baseline data, context-specific indicators, and monitoring and evaluation assessments.

· Represent ABA ROLI and comply with policies and project responsibilities.

· Collaborate with key project staff in Washington DC and Manila to meet all agreed-upon objectives, deadlines, and other requirements as set by the donor and managers.

QUALIFICATIONS

· At least five years’ experience in social and behavior change programming, preferably in Asia, including experience applying research to program implementation.

· Preferably at least four years’ experience with rights-based development work in the Philippines or a comparable environment.

· Graduate Degree in Sociology, Social Psychology, Social Anthropology, or other related field.

· Demonstrated capacity to lead the learning, collection, and analysis of data and information from a broad range of sources to ensure the development of effective SBC approaches, messages, and tools throughout the project’s implementation.

· Experience communicating and building productive relationships with a broad range of government, civil society, and academic entities.

· Excellent organizational, oral and written communication skills.

· Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and informal learning methodologies.

· Flawless English proficiency; fluency in a Filipino language an asset.
