JOB SUMMARY

ABA ROLI seeks a part-time (30%) Technical Expert on child labor and working conditions for a program to increase understanding of the nature and extent of child labor and unacceptable conditions of work in the context of women’s economic empowerment (WEE) initiatives in the Philippines. The program seeks to spur a transformation in the delivery and development of WEE initiatives, replacing child labor and unacceptable working conditions with business practices that empower women and ensure the wellbeing of children and workers. The Program has already completed an in depth Pre-situational Analysis and is now starting the design of tools for service providers who work with women entrepreneurs. This position will be based in Manila, Philippines.

The Technical Expert will, along with identified international technical experts, help ensure that child labor issues and acceptable conditions of work are appropriately incorporated into WEE initiatives tools and, to these ends, also support the field testing and program monitoring and evaluation (M&E) process.

RESPONSIBILITIES

· Reports to identified international technical experts.

· Support the dissemination of the Pre-situational Analysis of child labor and acceptable conditions of work in the context of WEE initiatives.

· Help ensure appropriate incorporation of child labor and acceptable conditions of work in the development of a toolkit applicable to WEE initiatives as well as ensuring their applicability in the Philippine context. Assist in the development of tools that take into account the findings and recommendations of the PSA.

· Support piloting of the toolkit, providing feedback to the team on successes and recommendations for adjustment.

· Support local dissemination of program-related tools and materials.

· Support required ABA ROLI reporting, monitoring, and evaluation.

· Help create and maintain strong relationships with local partners (e.g. NGOs, governmental entities) and serve as liaison for activities with local partners.

· Contribute to memos relevant to ABA ROLI and local partners, the donor, newsletters, material for websites, and focal area requests.

· Participate in biweekly team calls.

· Support other programming and activities, as assigned.

QUALIFICATIONS

· Must have a Bachelor’s Degree in a relevant field and at least 3-5 years of relevant experience.

· Experience on issues related to child labor and acceptable conditions of work, in particular at the community level. Familiarity with WEE.

· Strong network of relevant local contacts.

· Experience with product design, field testing, and dissemination.

· Experience with data collection and management, data analysis, and report writing.

· English language proficiency at a professional or bilingual level.

· Strong verbal and written communication skills.

· Ability to work with a remote team.

PREFERRED QUALIFICATIONS

· Local language proficiency at a professional or bilingual level.

· Experience working with USG funded programs.
