Job Summary
The American Bar Association Rule of Law Initiative (ABA ROLI) seeks applicants for a Field Financial Manager (FFM) to support a three-year United States Department of State-funded program in Bosnia and Herzegovina (BiH). The program will organize and facilitate a Bosnian-led process to redraft the 2003 Criminal Procedure Codes (CPCs) and to update them; eliminate contradictions, inconsistencies, and obsolete passages that they contain; align them with decisions from the BiH Constitutional Court; ensure the result is in compliance with BiH laws, European Union standards, and international best practices; and educate future lawyers and legislators on how the legislative revision process should function. The FFM will provide financial and administrative management related to all program activities. This position will also be a liaison with the ABA ROLI office in Washington D.C. to ensure full compliance with regulations and policies with regard to the implementation of effective internal controls.
Job Responsibilities
· Ensure that the financial aspects of the program meet all internal ABA ROLI regulations, US government (USG) regulations, and BiH laws;
· Provide financial oversight and administrative support for program start-up and close-out,
· Coordinate financial and administrative support for other program staff;
· Oversee vendor contracts and payments, ensuring all aspects are within ABA, USG, and BiH regulations;
· Track expenses, compile monthly expense reports, manage petty cash and coordinate all financial transactions for the program activities in the field;
· Manage and track program budgets, produce monthly budget pipelines, expense reports, and cash requests for the U.S. office;
· Coordinate with U.S.-based grants managers on all activities;
· Manage and conduct procurement processes for all field program activities;
· Oversee maintenance of facilities and IT equipment and coordinate travel and meeting arrangements; and
· Design and maintain filing systems in compliance with BiH and U.S. law, and ABA regulations.
Qualifications
· Must have a university degree in accounting, finance, or related field with five or more years of progressively responsible work experience as a financial manager, grants manager or controller;
· Experience working with USG funded programs, Department of State programs preferred;
· Must have experience tracking and managing complex multi-year program budgets;
· Familiarity with BiH regulations and labor law preferred;
· Must be a self-starter and comfortable working independently without other program staff in office;
· Excellent communication skills and ability stay in close coordination with partners in four other countries, plus staff in the US;
· Strong interpersonal skills to interact effectively with legal institutions, government officials, and international and NGOs in BiH, as well as the US; and
· Strong written and oral communication skills and the ability to communicate effectively in English and Bosnian;
