The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Judicial Education Curriculum Development Expert to serve as an advisor to the Rodrigo Lara Bonilla Judicial Training School (JTS) as part of a State Department-funded program to strengthen judicial education in Colombia. The Expert will be embedded at the JTS as a representative of ABA ROLI, and (s)he will guide the process of curriculum development with respect to criminal law.
The Expert will report to the ABA ROLI Colombia Program Director and the ABA ROLI Washington, D.C. office, and (s)he will be tasked with liaising directly with the JTS; ABA ROLI subgrant partner, Los Andes University Faculty of Law; other ABA ROLI experts; and Colombian judges and courtroom personnel at all levels of the judiciary, including the Colombian high courts.
This is a paid consultancy based in Bogotá, Colombia. Interpretation/translation services will not be available, and professional or native proficiency in Spanish is required.
Qualifications:
· Advanced degree in Law (Master’s Degree or equivalent; Ph.D. or doctoral degree highly preferred; Graduate studies in university teaching and pedagogy preferred);
· 10+ years of previous professional legal experience as a judge, prosecutor, or legal consultant or legal advisor;
· 3+ years of previous experience as full-time law professor, or 6+yeas as part-time professor, or 9 years as temporary professor (hora cátedra) at a university level;
· Experience in judicial education;
· Experience in the research and development of publications (books, chapters or papers national or international journals);
· Knowledge of judicial reasoning or complex argumentation before courts and/or judicial opinion drafting;
· Professional or native proficiency in Spanish, professional proficiency in English strongly preferred.
Responsibilities:
· Provide an assessment of the current curricula offered to judges of JTS in collaboration with other legal experts and judges (either national or foreign) on a variety of topics;
· Perform informed reviews of the trainings designed by the JTS for candidates to become judges to identify areas of improvement both in the practice and the content of such trainings;
· Advise and recommend to the JTS the preparation of needed additional training courses or the modification of existing courses in accordance with the priorities of judicial competences;
· Train the JTS staff on curricula design and education methodologies;
· Provide comparative approaches on legal and judicial interactive curricula development;
· Design at least 3 academic modules based on the inputs from national and international experts, and active members of the Colombian Judiciary about topics related (but not exclusively) to digital evidence, judicial ethics, money laundering, organized crime and corruption;
- Make recommendations for the implementation of educative tools such as guides, manuals, case studies and online materials for the development of the JTS curricula;
- Provide assistance in the JTS curricula design with a 4-year period vision and in the design of materials to be used as tests;
- Coordinate, as needed, with ABA ROLI sub-grant partner, Los Andes University.
