At the direction of the department leadership, the ABA Manager for
Domestic Grant Operations and Compliance leads the day-to-day oversight for
accounting and fiscal compliance for domestic grants. The selected individual
will develop grant policies, procedures, and materials to optimize grant administration,
compliance and program effectiveness for ABA program staff in the United States.
This position provides critical support to and collaborates with domestic grant
program directors focused on immigration, children’s law, domestic violence, law
and aging, human rights.
Principal Duties/Job Responsibilities
Leads and oversees compliance for all grant activities. Assists in
internal and external year end audits.
Supervises a team of 2 to 3 Grant Accountants. Provides leadership,
coaching, counseling, performance feedback and appraisal to an assigned group
of employees.
Reviews grant operating expense reports for
completeness, accuracy, allowability and compliance in line with 2 CFR 200, ABA
policies and donor’s requirements.
Prepares and uploads journal entries for
monthly actuals for program related expenses (e.g., staff travel expense reports,
subrecipient reports, consultant and vendor payments, reclassifications, etc.).
Reviews and approves journal entries, payment
requests of the supervised team.
Prepares spending trackers, calculates burn
rates, accounts for outstanding commitments, runs general ledgers on a monthly
basis and distributes the spending reports to program staff.
Prepares donor financial reports (e.g., SF-425 for USG donors; private donor reports on their own reporting template and schedule per provisions of the agreements).Functions as the subject matter expert on all compliance activities related to grants and activities and counsels program leadership on such issues.
Develops, recommends, and implements approved modifications to policies and procedures to enhance internal controls and enhance business processes.
Train program staff on donor’s and ABA’s financial policies, procedures, and regulations.
Travel to the remote ABA locations in the US for compliance review, provide trainings to staff and assist with any other financial related matters.
Liaises with ABA departments and responds to requests for information from outside auditors, donors, members, staff, and vendors.
Performs other related duties as required.
Basic Qualifications & Interests Possession of a Bachelor's degree in finance or accounting.
At least three (3) years' experience in grant accounting, reporting, and
grant/program compliance.
At least three (3) years' experience interpreting and applying grant rules and
regulations from government entities (e.g., OMB circulars) and/or private
donors.
Advanced-level skill in the Microsoft Office Suite of products.
Preferred Qualifications & Interests At least two years’ experience leading/supervising a staff group of grant
accounting/compliance team members.
Possession of an advanced degree and/or CPA.
