BACKGROUND
The American Bar Association Rule of Law Initiative (ABA ROLI) is a nonprofit organization that implements legal reform programs in over 60 countries around the world. ABA ROLI has nearly 700 professionals working abroad and in its Washington, DC office. ABA ROLI 's host country partners include judges, lawyers, bar associations, law schools, court administrators, legislative councils, ministries of justice and a wide range of civil society organizations, including human rights groups.
In Mali, ABA ROLI works with a coalition of civil society organizations to promote the development and implementation of transitional justice strategies that address serious human rights violations committed during Mali’s recent crisis. In partnership with local advocates, we monitor court proceedings, initiate strategic litigation, and conduct civic education on Malian law.
JOB SUMMARY
The ABA Rule of Law Initiative seeks a Transitional Justice Advisor for its program to contribute to the return of peace and stability in northern Mali by reducing tensions within and between communities and by restoring Northerners’ trust in State institutions. The Transitional Justice Advisor will work with civil society, community leaders, and courts to support community-level reconciliation and truth-seeking processes in northern Mali. A successful candidate will have demonstrated competencies to plan, manage, monitor and oversee programming in a complex and evolving environment. The Transitional Justice Advisor position is full time and available immediately. Domestic travel may be required.
RESPONSIBILITIES Under the supervision of the Country Director (based in Bamako, Mali), the Transitional Justice Advisor will:
- Work with local civil society organizations to design and implement programs that promote community-led transitional justice decision-making;
- Foster linkages and productive working relationships between civil society, community leaders, and Malian government officials; and
Support victim-centric justice sector responses to human rights violations.**QUALIFICATIONS** Required
Juris Doctorate in law, or equivalent, or Master’s Degree in Public Administration, International Relations, or development-related field
A minimum of five years of legal experience and/or experience in democracy and governance support programming
Experience working in a multi-cultural environment, preferably in Africa, and the ability to thrive in a challenging political environment
Experience working with and engaging in capacity-building of local civil society organizations
Ability to communicate both orally and in writing in French and English
Proven ability for planning and program monitoring, problem solving, and organizational skills
Consistently high level of professionalism, initiative, judgment, and discretion**Preferred**
Knowledge of the justice sector, legal system, and socio-political context of Mali
Experience working on transitional justice programming
