The Human Rights Prevention Lead will be responsible for ABA ROLI’s programming for the Conectando Caminos por los Derechos (“Venezuelan Migrant Human Rights” in English) program, a four-year program in Colombia, funded by the USAID-Human Rights Support Mechanism (HRSM) and implemented by the Protecting Global Rights through Sustainable Solutions (PROGRESS) consortium. Primarily, the Human Rights Prevention Lead will oversee ABA ROLI’s technical contributions to the project’s objectives, with a primary focus on strengthening Colombian institutions and their human rights prevention processes and engaging civil society in efforts to improve Venezuelan migrants, returnees, and receptor communities’ access to information and services that prevent human rights violations.
The Human Rights Prevention Lead will provide technical and managerial support for ABA ROLI’s work on the prevention of human rights violations, ensuring quality and delivery of program activities and deliverables in Colombia, and represents ABA ROLI alongside consortium partners to USG and international donors located in the country. The Human Rights Prevention Lead is responsible for the major technical progress of the project and impact through tangible monitoring and evaluation data.
Principal Duties and Responsibilities
Provides technical and managerial oversight and coordination of the program goals, objectives, and activities, ensuring that activities are aligned with the overall mission, vision, and values of ABA ROLI, as well as being responsive to the Colombian context.
Works closely with the CCD consortium members to support strategic planning, program design, implementation, monitoring and evaluation and administration, to ensure effectiveness and quality in activities under ABA ROLI’s role in the program’s implementation.
Create, foster, nurture, and expand working relationships with local CSOs that engage with access to services and information that prevents human rights violations
Creates, fosters, nurtures, and expands working relationships with host government representatives and other local actors to bolster and enhance the opportunity for achieving/exceeding plan/program objectives.
Design a strategic plan that promotes social cohesion in local communities to deter human rights abuses
Supports the development and use of monitoring, evaluation, and learning from program priorities, and adjusts program strategy on the basis of program data.
Provides guidance and oversight of program activities including trainings, meetings with stakeholders and partners, and any other relevant activities.
Monitors the operational, political, social, and legal environment within the country and targeted regions of the program and informs ABA ROLI staff of such shifts that might positively/negatively impact the program.
Responsible for ensuring compliance with ABA and donor policies, practices, procedures, and regulations. Accountable for adherence to and compliance with the Foreign Corrupt Practices Act [FCPA].
Works with other technical leads to perform quality oversight of financial management of all offices within his/her portfolio, conducting periodic reviews of expenditures for accuracy and reasonableness.
Support and monitor ABA’s operating budget requirements in cooperation with Finance and Program staff and is accountable for adhering to the approved budget without degradation to service or mission accountabilities.
Mentors and trains staff in strategic technical implementation of program objectives and activities, monitoring and evaluation, and reporting.
Provides leadership, coaching, counseling, development, and, where appropriate, applies discipline, to and through assigned employees.
Performs other related duties as required.
Basic Requirements
Juris doctorate from an ABA-accredited law school or recognized foreign law school, and/or a post-graduate degree (U.S. or foreign) in human rights law, international law, or a related discipline.
At least six years of previous experience working on international development programs in the Latin American and Caribbean region, including in Colombia and funded by the U.S. Government, and primarily focused on the following initiatives: human rights protection, humanitarian assistance, capacity building and civil society engagement.
At least five years of experience as a technical manager or director of grant-funded international development programs, including a proven track record of personnel management, financial management and compliance, and demonstrated familiarity with U.S. rules and regulations for grants and cooperative agreements.
Fluency in Spanish and English (verbal and written).
Preferred Qualifications
Knowledge on the context of Venezuelan migration issues to Colombia.
Experience working with justice sector institutions and/or civil society organizations in Colombia on human rights prevention, access to justice, governance, and related litigation.
Experience in strategic design of projects targeted at broadening civic space or civil society engagement.
