ABA ROLI Europe and Eurasia - Chief of Party
ABA ROLI is recruiting a Chief of Party (COP) for an anticipated USAID-funded Rule of Law Project in Armenia (Project) aimed to support judicial reform within Armenian courts, relevant self-regulatory agencies, and academic institutions. The Chief of Party will be based in Yerevan, Armenia and will provide overall leadership to the program, develop and manage work plans, oversee finances, supervise office staff and international consultants, and lead cooperation with partners and coordination with USAID on the ground. The duration of the assignment is 5 years and the anticipated start is October 2020.
Responsibilities include:
· Provide overall leadership, strategic direction, management and guidance to the Project
· Execute the day-to-day management of the Project with the goal of meeting/exceeding contract requirements as defined by ABA ROLI and USAID
· Accountable for all timely, accurate, and compliant in-country programmatic monitoring and reporting.
· Engage with stakeholder institutions to foster partnerships to fulfill Project objectives
· Identify, consolidate, and integrate a body of expertise, skills, and resources regarding rule of law into Project activities
· Liaise with USAID, otherdonors and implementing partners on the ground to coordinate activities, communicate achievements, and identify opportunities for collaboration and learning
· Maintain proactive communications with USAID and the ABA ROLI leadership to ensure timely and accurate updates on Project activities, achievements, and shortcomings. In area where program shortcomings are identified, create and implement corrective action plans to improve performance against standards
· Manage technical, financial and administrative staff, consultants, and sub-recipients and subcontractors
· Ensure Project compliance with USAID, ABA, and local laws/regulations
· Provide leadership, coaching, counseling, feedback, performance appraisal, and, where appropriate, applies corrective actions to the Project team
· Perform other duties as required
Basic Qualifications:
**
· Possession of a JD from an ABA-accredited law school and at least seven (7) years’ experience in program management or business operations which must have included international experience; OR, Possession of a Master’s degree from an accredited college or university and at least ten (10) years’ experience in program management or business operations which must have included international experience. NOTE: If law degree is from a non-U.S. law school, the degree program may not be required to be an ABA-accredited law school if the incumbent is not a U.S. citizen.
· Previous experience managing U.S. Government, USAID, NGO, or other similarly funded contracts and grants.
· Previous experience in implementing international donor-supported programs which must have included responsibilities for supervision of a team, financial management, and compliance.
Preferred Qualifications:
· Demonstrated field experience preferably in the Caucasus region coupled with 10 years of experience delivering international development and rule of law projects
· Demonstrated experience in managing international development projects focused on advancing the rule of law, promoting professionalism and independence of judiciary, strengthening court administration, and improving legal education
· Previous experience managing U.S. Government, USAID, NGO, or other similarly funded international contracts and grants.
· At least 3 years of experience in a COP/Project Director capacity on a USAID/USG funded project with responsibilities for supervision of a team, financial management, and compliance
· Detailed understanding of USAID and other USG acquisition policies, contract management and reporting requirements
· Technical expertise in one or more of the following areas: e-court solutions, court administration, alternative dispute resolution, building functional capacities of judicial entities; legal education; legal and regulatory environment
· Strong leadership, administrative, management, presentation, reporting, and communication (both oral and written) skills and the ability to implement projects with diverse subject matter
· Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders (i.e. government official, justice sector institutions, legal education institutions, bar associations, private sector, CSOs/NGOs, informal community organizations)
· Proven leadership abilities within a multi-partner initiative, and experience representing projects at high levels of policy engagement
· English language fluency is required; Armenian and/or Russian language proficiency preferred
