The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Program Officer based in Male, Maldives to support programming to advance the rule of law in partnership with legal and judicial institutions in the Maldives. Under the supervision of the Program Manager (in the Maldives) and ABA ROLI Asia/Pacific Division (located in Washington DC), the Program Officer will provide operational and administrative support for all program activities, contribute to program activity reports, and assist in compliance activities.
This role has a two-year term, with the possibility of extension, and is anticipated to start in October 2020.
RESPONSIBILITIES
Support day-to-day operations of assigned programs in accordance with the requirements of the ABA, ROLI, and USAID;
Support the development and deployment of substantive programming and activities, including, but not limited to, arranging logistics for volunteer legal specialists and consultants, convening and organizing training opportunities within the Maldives, and preparing materials and booking venues for training and workshops;
Assist in the administration of sub-grants in accordance with USAID and ABA ROLI regulations and requirements;
Contribute to work plan development and monitoring and program monitoring and evaluation;
Contribute to the preparation of weekly, quarterly, and annual reports;
Establish and enhance effective collaboration and relationships with Maldivian entities and other development partners to fulfill program objectives within cost constraints and garner additional funding from partners;
Maintain communication with ABA ROLI DC and partner organizations to ensure timely and accurate updates on program activities, achievements, and shortcomings;
Assist in ensuring that all programs and operations are compliant with local laws and regulations and, if required, have received all regulatory licensing/registrations prior to offering the program;
Assist in ensuring compliance with all donor, ABA, US and Maldivian laws/regulations while implementing the program(s); ensure personal compliance with applicable anti-corruption laws; and
Perform other related duties as required.
REQUIRED QUALIFICATIONS
University degree in law, international relations, or another relevant subject and one year of experience in an office work environment OR five years of relevant experience in administration of donor-funded international development programs
Experience juggling multiple projects in a fast-paced work environment.
Understanding of the Maldivian legal system.
Fluency in Dhivehi and English.
Ability to travel within the Maldives and possibly on rare occasions, internationally (when it is safe and possible to do so).
Legal ability to work in the Maldives.
Interest in and commitment to the rule of law.
PREFERRED QUALIFICATIONS
Experience in the management and implementation of donor-funded programs.
Excellent written and verbal communication skills in English and Dhivehi.
