The ABA Rule of Law Initiative (ABA ROLI) seeks a Program Director to lead its Women and Girls Empowered (WAGE) Consortium. WAGE is a global consortium implementing programs to advance the status of women and girls. Led by ABA ROLI, in close partnership with the Center for International Private Enterprise (CIPE), Grameen Foundation, and Search for Common Ground (SFCG), WAGE works to strengthen the capacity of civil society organizations in target countries to improve the prevention of and response to gender-based violence; to advance the women, peace, and security agenda; and to support women’s economic empowerment. WAGE provides direct assistance to women and girls, including information, resources, and services they need to succeed as active and equal participants in the global economy. WAGE also undertakes collaborative research and learning to build a body of evidence based on promising practices in these thematic areas.
The WAGE Program Director reports to the Director of the Global Programs Division and will lead consortium coordination for the Washington D.C.-based WAGE team, comprised of ABA ROLI and core partner’s WAGE staff, as well as field-based staff, in the implementation of current WAGE programs. The Director will also help develop new programs and will be part of the team providing oversight to other ABA ROLI global programs. The Program Director is expected to provide daily operational, financial, and administrative program oversight, along with overseeing knowledge management and proposal development efforts.
Principle Duties / Job Responsibilities
Principle Duties and Job Responsibilities of the incumbent are as follows:
Responsible for the day-to-day management of the WAGE Consortium and other assigned programs ensuring that all programmatic and budgetary requirements are being met/exceeded according the ABA, ROLI, and donor requirements.
Accountable for all timely, accurate, and compliant programmatic and financial monitoring and reporting.
· Oversees and is accountable for the development and implementation of program activities, including, but not limited to, work plans, supporting the management of volunteers and consultants, and the organization of training opportunities in host countries.
· Establishes and maintains effective relationships and collaboration with key stakeholders including local partners, donors and peer organizations.
· Maintains proactive communications with consortium partners and donors as well as, in-country and ROLI leadership to ensure timely and accurate updates on program activities, achievements, and shortcomings.
· Overseas knowledge management initiatives and processes.
· Collaborates with country directors to ensure that all program operations are properly registered and compliant with all local laws.
· Ensures compliance with all donor, ABA, federal, state, and local laws and regulations and ensures personal and program compliance with the Foreign Corrupt Practices Act.
· Provides leadership in all aspects of human resources including, performance appraisals and staff coaching and, where appropriate, undertakes corrective actions with team members.
· Performs other related duties as required.
Basic Qualifications & Interests
Possession of a JD from an ABA-accredited law school and at least seven (7) years’ experience in program management or business operations which must have included international experience;
OR, Possession of a Master’s degree from an accredited college or university and at least ten (10) years’ experience in program management or business operations which must have included international experience. NOTE: If law degree is from a non-U.S. law school, the degree program may not be required to be an ABA-accredited law school if the incumbent is not a U.S. citizen.
Previous experience managing U.S. Government, USAID, NGO, or other similarly funded international grant programs.
Previous experience in implementing international donor-supported programs which must have included responsibilities for supervision of a team, financial management, and compliance.
Preferred Qualifications
**Demonstrated successful management of a large and complex international development focused consortium.
In depth knowledge of issues related to gender and the promotion of the rights of women and girls and familiarity with related issues of social inclusion, democracy and governance, human rights, the rule of law, access to justice, economic empowerment and peace and security.
Experience overseeing sub-grant agreements with implementing partners, obtaining USG approvals, and following USG reporting and compliance requirements.
Experience overseeing the design and implementation of comprehensive monitoring and evaluation frameworks to assess program outcomes and impact.
Experience overseeing the development of organizational systems to maintain effective communication and coordination across a large portfolio of diverse programs.
Significant representational experience with key stakeholders, including donors, high level USG and local government officials, and peer organizations.
Excellent interpersonal skills and ability to work effectively with a diverse group of stakeholders.
Demonstrated knowledge of USG policies and strategies focused on gender and justice sector reform issues.
Knowledge and experience with risk analyses and safeguarding practices.
Effective time management and a strong ability to multi-task, adapt and manage competing priorities.
Ability to lead by example, positively motivate others and be an effective team player.
Ability to travel internationally.
Fluency in written and spoken English.
