In the context of its project “Supporting a New Sudanese Constitution with responsive and flexible technical advice”, the ABA Rule of Law Initiative intends to recruit a Program Support Manager to oversee and ensure effective project implementation in Sudan. The project aims to support the Sudanese people in their sovereign pursuit of a new Constitution that will serve as a true social contract for a liberal and democratic Sudan. The program will achieve this goal by implementing activities that advance the following two objectives: (1) Bolster Sudanese stakeholders’ ability to design a participatory, inclusive, transparent and knowledge-driven Constitution making process; and (2) Support Sudanese stakeholders’ legal drafting efforts so that the Constitution’s drafts are consistent with comparative state of the art and international standards.
The ABAROLI approach recognizes the need to reach short-term tangible milestones to create momentum, while supporting the longer-term institutionalization of reforms critical to a stable democracy. To achieve this, our project team will implement the program through the following strategic approaches:
Convening spaces for meaningful participation and collaboration
Putting gender, diversity and inclusion (GDI) front and center
Applying lessons learned from past Constitution making processes in Sudan and in the region
From tribal courts to Shari’a Law: taking legal pluralism seriously
To meet the project objectives, ABA ROLI will implement activities in partnership with local partners and provide financial and technical assistance to support the process.
TERMS OF REFERENCE
The Program Support Manager will undertake project activities on behalf of ABA ROLI in Sudan for the duration of this project. S/he will report directly to ABA ROLI program staff in Washington, DC and will be primarily responsible for program management on location, including oversight of ABA ROLI grantees in country. His/her key responsibilities will include:
- Implement ABA ROLI activities in country, including:
- Organizing/convening meetings, conferences, and training workshops;
- Leading the administrative tasks such as booking venues, making vendor payments, collecting receipts, and compiling activity expense reports for the Washington, DC office;
- Serves as the focal point with ABA ROLI sub-grantees, especially with respect to oversight and support of program implementation, administrative reporting and accounting by sub-grantees;
Conduct day-to-day coordination and act as liaison between ABA ROLI Washington and sub-grantees to ensure that sub-grantee reporting and all relevant administration of sub-grantee implementation is on track with agreed targets and commitments;
Conduct regular monitoring visits to the sub-grantee locations for timely oversight, guidance, training and coordination with consortium partners;
Prepare/compile bi-weekly updates and consolidated monthly or quarterly reports for ABA ROLI Washington on overall program implementation;
Represent ABA ROLI at meetings with partners or donors, related to the project;
POSITION REQUIREMENTS
University graduate (LLB) in law or related field; (Master’s degree in international development or related field will be considered an advantage);
5-7 years of relevant professional experience in program management/coordination with the NGO sector in Sudan;
Experience with financial program management/oversight;
Sound grasp of the current situation in Sudan, specifically, the transition process, specialized institutions/mechanisms established, familiarity with key political/national issues to be addressed in the constitution making process, and knowledge of the civil society sector;
Strong research, writing and communication skills;
Excellent interpersonnel skills;
Ability to organize and coordinate activities among several actors/partners;
Works well independently.
