Mexican Attorneys’ General Offices Technical Assistance and Support Program

**

This position is for an anticipated 36-month Mexican Attorneys’ General Offices Technical

Assistance and Support program in Mexico. The selected candidate is expected to be based in Mexico City, Mexico. Applications are being accepted in anticipation of approval for funding.

**

Background

**

The American Bar Association Rule of Law Initiative (ABA ROLI) was established in 1990 as a public service project of the ABA to promote the rule of law around the world and has implemented legal reform programs in more than 100 countries. Together with partners including judges, prosecutors, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and social organizations, ABA ROLI designs programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.

The project will work to strengthen and support the prosecution of high impact crimes at the state level across Mexico. To achieve this, the project seeks to improve management practices with the Attorneys General Offices (AGOs) by increasing the number of AGOs with 1) clear policies and procedures, and 2) performance management systems for Ministerios Publicos and investigators, and 3) utilization of incentive systems for employees linked to the findings of their performance management system.

Program Director

ABA ROLI is seeking a Program Director who will be primarily responsible for the effective implementation of the project workplan to ensure project deliverables are met, funds are properly allocated, and all program coordination adheres to the donor and organization’s policies and procedures. The Program Director will report directly to ABA ROLI’s Mexico Country Director.

RESPONSIBILITIES:

Technical Program Responsibilities

  • Provide substantive input and strategic leadership to the program

  • In collaboration with the Country Director, establish and enhance effective collaboration and relationships with local counterparts including the AGOs.

• Provide technical and specialized assistance to institutions and partners;

• Organize and manage all activities related to carrying out each component of the Program;

• Organize and manage all training activities, such as workshops, conferences, specialized trainings, online courses, and any other kind of training activity.

• Oversee the development of data collection tools;

• Ensure the proper application of data instruments to verify the achievement of specific indicators for each activity;

Administrative Responsibilities:

• Generate reports for the program on a quarterly basis;

• Systematize and organize information and results of workshops, verifying their quality;

• Maintain flow of information from programs updated so as to permit the timely completion of analyses and reports;

• Ensure backup of information, both physical and digital, of all activities related to Program trainings;

• Provide logistical and administrative support to the Program, as needed;

Finance & Compliance Responsibilities:

• In collaboration with the Field Finance Manager and DC staff, manage field portion of project budget to fulfill program objectives within cost constraints

• Ensures compliance with donor and ABA rules and regulations, as well as with local law, while managing the programs

• Supports the implementation of Project training activities in accordance with operational plans, budgetary constraints, and pre-designated timelines for the successful completion of Project objectives;

Communication Responsibilities :**

• Coordinate consistently with ABA ROLI HQ and its counterparts;

• When necessary, translates support materials as part of Project training activities;

Others:

  • Completes all activities related to the position, as well as those indicated by the Mexico Country Director.

Basic qualifications

• J.D. or equivalent professional legal qualification (i.e. qualified to practice at the Bar)

• 7+ years experience managing USG-funded projects, preferably rule of law focused, in the United States and/or Mexico.

• Detailed understanding of the Mexican criminal justice system, Mexican law enforcement system, and transnational criminal activity;

• Experience interacting with government officials, specifically key staff in the criminal justice system authorities and law enforcement officials in the host country and the U.S.;

• Proven experience working with high-level key stakeholders in Mexico;

• Creative self-starter who is proactive in performing his/her assigned duties;

• Strong public speaking skills and ability to conduct public activities, primarily for activities geared toward justice sector operators;

• Ability to work well under pressure and as part of a team;

• Willingness to travel within the country and abroad, as needed.
