Request for Quotes: Protection of Human Rights Defenders in Western Asia

The American Bar Association Center for Human Rights (Center) is seeking a contracting organization to support the protection of human rights defenders (including but not limited to activists, journalists, lawyers, judges, and pro-democracy advocates) who face retaliation for their work in Western Asia. The contracting organization will 1) identify cases and draft memorandum summarizing facts, identifying gaps in advocacy and level of access to legal proceedings, and proposing an advocacy strategy; 2) conduct advocacy meetings with government officials, U.N. bodies, and other stakeholders; 3) draft thematic reports ranging from 15 to 20 pages; 4) monitor hearings virtually or in-person depending on COVID-19 travel restrictions; 5) draft preliminary trial observation reports up to 5 pages.

The ideal contracting organization will have a legal team with expertise in Western Asia, access to a regional network of human rights defenders, and familiarity with basic digital security protocols. The Center is seeking a cost estimate for each of the five aforementioned deliverables.
