Part-time Consultant for Poland and Belarus

The Justice Defenders Program of the Center for Human Rights is seeking to a consultant based in Europe and Eurasia to identify potential cases of attacks against human rights defenders (including activists, journalists, lawyers, judges, pro-democracy advocates, and others) in Poland and Belarus and prepare case memorandums summarizing facts and legal issues indicating why potential intervention is necessary. The interventions may include a variety of activities such as providing technical and legal assistance by preparing the work products (expert opinions, legal analysis, advocacy letters, court affidavits) in specific cases. The organization will also objectively monitor relevant trials in line with international standards and OSCE/ICJ guidelines and produce up to two trial observation reports. The organization will also conduct research and produce up to three reports based on relevant cases, issues, and themes related to attacks against human rights. The organization will also conduct follow-up advocacy with governmental actors, diplomatic missions, U.N. bodies, civil society organizations, and others and hold up to four public events on relevant issues.

Criteria

  • Organizational presence on the ground in Poland and Belarus (or ability to access the countries listed);
  • Access to regional network of human rights defenders, including but not limited to activists, journalists, lawyers, judges, and pro-democracy advocates;
  • Organizational capacity and expertise in relevant program topics, including:
  • Monitoring trials, particularly involving human rights defenders, in line with OSCE/ICJ guidelines
  • Drafting comprehensive reports, particularly concerning attacks against human rights defenders
  • Conducting advocacy with governmental bodies, U.N. bodies, EU, governmental actors, diplomatic missions, other relevant regional organizations and structures, civil society organizations, and others.
  • Financial/grant management capacity
  • Overall cost of the program in relation to activities proposed

  • How do you handle confidential work product?

  • Please describe your process for receiving orders, proofing orders, processing orders, and invoicing orders?

  • Describe your solution in detail for accomplishing the work as specified in this posting

  • Briefly state your understanding of the problem presented, services required by this posting and any unique capabilities that you have to deliver these services.
