The COP will be responsible for providing overall vision, leadership and guidance of the activity with regional, national and local Uzbek institutions, the USAID/Uzbekistan Mission and host government, and other donors and stakeholders. The COP must have principal responsibility for overall project management and technical operations to ensure that the project tasks are completed and the objectives of the project are successfully met. The COP will lead the Implementer’s team and serve as the primary point of contact with USAID with regard to day-to-day activity implementation and management matters relating to the task order. The COP will have overall responsibility for assuring that all assistance provided under agreement, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed; and for adequately managing and supervising the work of all experts/personnel provided under the task order. The COP will be the primary point of contact for information on the progress and current status of all activities under the task order and will establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported. The COP will manage the preparation and presentation of work plans, M&E plans, and all reports.

Preferred Minimum Qualifications:

  • At least 10 years of experience successfully managing complex international programs (implementation, logistics, budgeting, staffing) preferably those funded by USAID and those conducted in Central Asia, Eastern Europe or Eurasia.
  • Juris Doctor (JD) in law (or the equivalent, preferred), or Master’s degree in public administration, political science, international relations, or related field required.
  • Knowledge of capacity building and strategy development to governments and/or civil society organizations.
  • Experience in Rule of Law, Judicial Development, and/or Legislative Strengthening.
  • Demonstrated skills in effectively working, coordinating and negotiating with centralized government officials and institutions, donors, other USAID projects, U.S. embassies, local organizations and partners.
  • Prior experience in successfully identifying, establishing and nurturing partnerships with a variety of stakeholders; host government, civil society, international and US donors, preferred.
  • Ability to successfully manage and develop staff in an ambiguous and rapidly developing environment as demonstrated by past experience.
  • Ability to perform internal control functions, manage day-to-day operations and provide deliverables of the project.
  • Fluency speaking, reading and writing in English or Russian, with a minimum of professional proficiency in the other.
