The American Bar Association Rule of Law Initiative (ABA ROLI) is seeking an expert in public finance and administration to serve as an advisor in evaluating the financial analysis of a local partner in Colombia. The expert will review reports and recommendations analyzing the financial structures and management within a public entity of the Colombian judiciary. This analysis may include the review of Colombian legislation, administrative regulations, the budget of a public institution, or secondary reports from Colombian universities, among other things. The role of the expert will be to represent ABA ROLI in verifying and validating recommendations made by local experts to ensure the application of technically sound financial principles in a way that can be applied in light of the reality of Colombian laws and policies.
This is a paid consultancy to be offered for an initial period of 20 billable days with a possibility for extension. The expert may be based in Colombia, or any location where they are able to advise ABA ROLI remotely. Interested parties must submit a complete CV and cover letter detailing their availability and proposed/requested rate of compensation. Applications that do not include a cover letter with pay rate will not be considered.
Duties/Responsibilities:
· Review local partner reports and analysis, and provide expert guidance to ABA ROLI staff to validate conclusions of those reports;
· Represent ABA ROLI in high-level meetings with senior members of the judiciary of Colombia or U.S. Embassy;
· Advise ABA ROLI staff on strategies to reform or improve the budgeting process of a public institution within the judicial branch of Colombia;
· Issue reports and recommendations summarizing key findings;
· Provide strategic direction to ABA ROLI staff on the management of relationships with senior members of the judiciary of Colombia involved in the process of financial management;
· Other duties as required by ABA ROLI staff.
Qualifications:
· Master’s degree or Ph.D in economics, finance, public administration, or related field;
· 10 years of experience as a financial or economic analyst, or related position;
· Previous experience working in Colombia or strong familiarity with Colombian laws and policies;
· Past work experience for development banks or lending institutions financing public entities internationally preferred;
· Previous experience as an expert consultant on U.S. government-funded international development programs preferred;
· Spanish fluency required.
