The ROLI International HR Business Partner serves as an operational and strategic HR resource at American Bar Association – Rule of Law Initiative (ABA-ROLI) and Center for Human Rights (CHR). They partner with various departments in the organization to ensure effective management and seamless delivery of assigned HR initiatives overseas as well as at ABA-ROLI and CHR offices in Washington D.C. They also provide a wide range of HR consultative services on established HR processes, policies and procedures to managers and employees on both domestic and international HR operations.
Essential Job Functions and Responsibilities
-Manage full recruiting efforts for a variety of domestic and international positions including onboarding.
-Serve as a subject matter expert in all areas of talent acquisition, including but not limited to advertising, campus relations, diversity recruitment, candidate sourcing, candidate relationship management, scanning the marketplace for trends for specific jobs.
-Design and implement sourcing and recruiting strategies to attract and acquire high-caliber staff in the U.S. and overseas locations. identify potential candidates through databases, contacts/networks, Internet searches, social media, publications, and cold calls.
-Manage the hiring manager’s expectations in terms of available candidates, skills, and experience.
-Serve as ABA’s representative with candidates. Manage regular communication with candidates throughout the proposal recruitment process to help build a network of candidates and develop long-term relationships. Maintain regular communication with proposed candidates after proposal submission.
-Develop workforce planning programs. Actively participate in new business planning, forecasting, and strategy meetings to stay abreast of new programmatic developments and directions, and incorporate knowledge gained into workforce planning design and priorities.
-Partner with management on the customization of CVs for bids to ensure the CV addresses proposal requirements. Oversee, as needed, personnel sections of proposals and other personnel related volumes, and contribute, as needed, to the management section of proposals.
-Develop organizational charts for the assigned proposals based on the proposal’s scope of work to guide recruitment and determine how the proposed team should be structured.
-In collaboration with the ROLI International HR Manager and GCO create/maintain effective and compliant Local Office Employee Manuals.
-Assist overseas supervisors and staff with understanding and using the Performance Evaluation System.
-Collaborate with overseas staff on a variety of special projects.
-Performs other related duties as required.
Required Education, Qualifications, Experience
-Bachelor’s degree required with minimum of 5 years of H.R. experience in international development industry. Demonstrated career progression in Human Resources roles that include experience/expertise in two or more areas of Human Resources; talent acquisition, performance management, and organizational design preferred. Ability to build relationships and establish credibility with all levels of staff.
-High level of interpersonal skills to communicate with multicultural group of stakeholders to educate and provide best practices on HR topics.
-Ability to apply discretion, use appropriate judgement and maintain confidential information.
-Experience in supporting an international workforce including the administration of allowances and benefits for Expatriates, Third Country and Local Nationals.
-Strong oral and written communication skills with an ability to productively manage conflict, and influence in a positive manner.
Preferred Education, Qualifications, Experience
-Master’s degree in related area.
-Proficiency in one or more of the following languages: Arabic, French, Russian, Spanish.
