Develop a guide on Open Source Intelligence for use by anti-corruption agencies, design an inter-active scalable training module and conduct 2 webinars on the effectiveness of OSINT.

Since 2002 the RACA program funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs has worked to combat corruption and promote transparency and integrity by: educating government officials in the Asia Pacific region about anti-corruption best practices and strategies for combatting transnational crimes; building the capacity of governments and NGOs to promote anti-corruption efforts; and helping to broaden key stakeholders’ understanding of regional and international anti-corruption conventions, including the United Nations Convention against Corruption (UNCAC).

ABA ROLI seeks an open source intelligence expert, ideally with demonstrated experience in anti-corruption programming, to develop a guide for anti-corruption agencies, develop an inter-active scalable training module and conduct 2 webinar trainings on the effectiveness of OSINT.

Projection description

ABA ROLI intends to engage an individual with expertise in open source intelligence (OSINT) to develop policy and procedural guidance on the effective use of OSINT by anti-corruption agencies, including related links to financial crime and money laundering.

The assignment will be offered for up to 30 billable days with a possibility for extension. The assignment will be home-based.

Time frame

The consultant is scheduled to spend approximately 30 working days over approximately 8 weeks in March, April and May 2021. The consultant will be available to coordinate with ABA ROLI staff during ABA ROLI’s review phase until a completed guide is produced and finalized by the end of May 2021.

Duties & Responsibilities

The consultant will:

● Participate in a briefing with the RACA team to discuss the OSINT guide and its intended audiences.

● Review prior OSINT materials developed by the RACA program and identify select stakeholders in coordination with RACA team to inform the design of the OSINT guide.

● Prepare a draft outline for the guide that includes the proposed contents, data sources and OSINT resources.

● Draft a guide on OSINT for use by anti-corruption agencies.

● Share a draft guide for review with the RACA team.

● Incorporate feedback from the RACA team into a final version of the guide.

● Upon approval by the RACA team, prepare a 1-hour inter-active scalable training module on OSINT for anti-corruption commissions and other related government entities especially on how the guide can be used in training and corporate development.

● Design and conduct 2 webinars on the effective use of OSINT.

● Collaborate with ABA ROLI to create a video of the training.

Qualifications

● A university degree in law, public policy, public administration, development, international relations, journalism, or other relevant discipline.

● Proven ability to produce high-quality, tightly focused, policy or procedural or investigative documents for a professional audience required.

● A minimum of two years of demonstrated experience in OSINT, preferably in the context of law enforcement, anti-corruption, investigative journalism, commerce, or civil society

● Prior experience designing and conducting remote-based trainings via video-conferencing preferred.

● Familiarity with anti-corruption programming and relevant international conventions an advantage.

● Fluency and effective communication skills in English is required.
