ABA ROLI is a non-profit program that implements legal reform programs in more than 50 countries around the world. ABA ROLI has nearly 500 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.
ABA ROLI has operated in CAR since late 2014 to conduct programming that seeks to strengthen the justice sector through coordination and training assistance, and to provide direct legal assistance to citizens, with an emphasis on responding to the legal and psychosocial needs of victims of gender-based violence. ABA ROLI partners with justice sector officials and local civil society to support the reestablishment of justice services and encourage local demands for responsive justice institutions.
JOB SUMMARY
The Deputy Director of Programs (DDP), working under the supervision of the Country Director (CD), oversees the implementation of ABA ROLI’s projects in CAR, assuring their timely implementation according to established workplans, monitoring and evaluation frameworks and budgets. The DDP also ensures compliance with ABA ROLI and donor rules and regulations for programmatic and financial implementation of grant agreements. The DDP assists the Country Director and Washington-DC based staff in the development of new programs, drafting grant proposals and undertaking fundraising in-country. The DDP will support the CD to coordinate with Project Directors and will have primary oversight of ABA ROLI’s program to support a network of legal clinics, including lawyers, paralegals, and psychosocial support workers. This position requires regular travel within CAR to oversee project implementation.
RESPONSIBILITIES
- Provide direct oversight of program implementation, assuring high technical standards are implemented by Project Directors, the Monitoring and Evaluation Officer and the staff attorneys. This includes overseeing the development of project work plans and the effective and accountable implementation of program activities.
- Responsible for the direct oversight and implementation of projects on Access to Justice and Justice Sector Strengthening.
- Work with the Field Financial Manager and other administrative staff to maintain compliance with ABA ROLI and donor policies and procedures and ensure efficient and timely expense reporting and administrative operations.
- Assure quality monitoring and evaluation for all programs, with support from the M&E officer. The DPP will ensure timely and quality reporting to donors on ABA ROLI’s achievements using available software programs and tools.
- Collaborate and build relationships with ABA ROLI’s external partner institutions, including governmental authorities, civil society groups, donors, as well as the UN and other relevant international agencies.Coordinate ABA ROLI’s Outreach team and local media to create awareness of ABA ROLI programming and services.

REQUIRED QUALIFICATIONS
- JD/LLB or foreign equivalent, or a Master’s degree in relevant field;
- 7 years of relevant experience (justice sector reform, access to justice, accountability and governance, women’s rights and promotion, paralegal networks and informal mediation strategies);
- International experience implementing and managing development projects on the rule of law, legal reform, democracy and governance, or related field, preferably in sub-Saharan Africa in a post-conflict context;
- Demonstrated management skills and experience overseeing country-level operations for an international development organization or company;
- Knowledge and experience with donor rules and regulations, particularly USG rules and regulations;
- Experience working with host country justice sector and ministerial-level officials;
- Demonstrated program fundraising achievements;
- Excellent oral communication and interpersonal skills;
- Demonstrated planning, management, analytical, and writing skills; and
- Fluency in English and French.
