JOB SUMMARY: Directs overall research, evaluation and learning (REL) efforts that support and strengthen ROLI programs throughout the world.

The Director, REL will oversee an office which serves as a hub for coordinating ABA ROLI organizational access to best practices in rule of law development. The REL team supports ROLI programs globally through expert legal analysis and research, the development of innovative monitoring and evaluation (M&E) and assessment tools, while providing internal capacity building opportunities for staff in over 50 countries. ABA ROLI is seeking a dynamic leader to lead the REL office, foster a culture of learning across programs, and in so doing play a key role in organizational thought leadership. The Director, REL will lead a team of rule of law research analysts and M&E specialists, and will work to promote ROLI’s original research and findings externally.

RESPONSIBILITIES

  • In collaboration with ROLI leadership, provides strategic direction for ROLI research efforts and ensures that research objectives are fulfilled, including through managing a team of research analysts and monitoring and evaluation specialists.
  • Identifies and pursues opportunities to obtain research grant funding.
  • Disseminates internal analyses, research results and lessons learned to external audiences, including through publication in relevant peer-reviewed journals and other venues and representation of ROLI at external events.
  • Oversees knowledge management and promotes a learning environment among ROLI offices and practice groups, including through collaboration with other peer and research institutions.
  • Oversees the development of innovative tools and procedures for monitoring and evaluation of ROLI programs, including building the capacity of ROLI staff and partners in the field.
  • Oversees empirical data collection and analysis and the use of research and evaluation results to promote state-of-the-art rule of law programs.
  • Provides coaching, counseling, feedback, performance appraisal, and, when necessary, applies discipline to an assigned team.
  • Performs other related duties as required.

QUALIFICATIONS

  • Possession of a Juris Doctorate from an ABA-accredited law school or an equivalent degree from a non-U.S. law school, or a doctoral degree in a relevant field of study.
  • At least seven years’ experience in peer-reviewed applied research, writing, editing, and publishing in the area of international law, rule of law, democracy and governance, and/or international development.
  • Experience supervising an assigned team.
  • Experience developing and managing a budget for an assigned department.
  • As a normal course of business, this job will typically require travel of up to 20% of the time.

PREFERRED QUALIFICATIONS:

·Five years’ experience in implementing or monitoring and evaluating field-based rule of law or international development programs.

·Proficiency in one or more foreign languages.

·Experience in making presentations at conferences and meetings.

·Experience with data collection methods, performance metrics and data analytics.
