JOB SUMMARY
The Talent Acquisition Specialist will work in support of ABA ROLI’s organizational staffing needs by attracting and recruiting new staff and consultants, focusing on senior level positions. The Talent Acquisition Specialist is accountable for the full life cycle of sourcing, recruiting, and hiring of high caliber talent for domestic and/or international [U.S. expatriates, third-country nationals, or local nationals] vacancies.
RESPONSIBILITIES
· Utilizes a broad array of sources and operational/institutional knowledge to identify the most qualified candidate for current and forecasted vacancies to ensure the expeditious attraction and recruitment of talented individuals;
· Collaborates with hiring managers to identify preferred qualifications in potential candidates and potential sources of internal and external candidates. Develops and manages hiring managers’ recruiting expectations based upon the current talent market and any potential skills scarcities in that market;
· Continuously develops new and fosters existing professional relationships with the purpose of identifying prospective active and passive candidates to maintain an active talent pool from which viable candidates may be sourced for both domestic and international assignments;
· Screens applicants’ resumes, backgrounds, and ensures compliance with all hiring requirements;
· Conducts preliminary and follow-up screening and conducts interviews to match candidates with ABA opportunities; referring qualified candidates to the hiring manager;
· Provides approved offers of employment based upon the position requirements and, if appropriate, location specific allowances for international assignees;
· May conduct appropriate background and reference checks on final candidates;
· Represents the ABA at conferences, professional associations, recruiting events, Universities, etc. with the focus of expanding the talent pipeline and enhancing the ABA as a viable employer;
· Maintains all required ABA and governmental compliance records [e.g., applicant flow, diversity outreach initiatives, etc.] for all acquisition assignments and ensures appropriate and unbiased interviews are conducted by the hiring manager;
· Performs other related duties as required.
REQUIRED QUALIFICATIONS
· Possession of a bachelor’s degree from an accredited college or university;
· 2-5 years of recruiting experience, which must have included full recruiting life cycle responsibilities such as sourcing, screening, interviewing, managing hiring manager expectations, extending job offers, and maintaining appropriate compliance in a domestically and/or internationally focused recruiting environment;
· Previous experience monitoring and fulfilling sourcing and recruiting expectations under all federal, state, municipal, and in the case of non-U.S. locations, country requirements.
PREFERRED QUALIFICATIONS
· Experience recruiting for internationally-based employees and consultants for non-profits or NGOs;
· Familiarity with USG HR rules and regulations, experience recruiting for USAID or State Department-funded international programs a plus;
· Executive search or headhunting experience, proven track record of attracting passive candidates for senior-level positions, Country Director or Chief-of-Party recruitment experience a plus;
· High level of LinkedIn proficiency and familiarity with applicant tracking systems;
· Detail-oriented and proactive, with exemplary interpersonal skills and customer service experience;
· Interest in international development;
· Strong organizational skills;
· Strong written and verbal communication skills;
· Self-direction and good time management;
· Fluency in a foreign language would be an asset but is not required.
