Organization and program overview
The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals and advance understanding of the law and rights of citizens by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators and police), civil society organizations, bar associations, legal aid organizations and lawyers, among others.
ABA ROLI is hiring a Program Officer to support two US Government funded programs in Sudan, one which focuses on supporting a new Sudanese constitution and the other which focuses on preventing and responding to sexual and gender-based violence in Sudan. ABA ROLI works in partnership with several Sudanese and international organizations on these programs.
Job Description
The Program Officer contributes to strategic planning, coordination and technical monitoring of the program. The Program Officer supports compliance with program requirements such as donor reporting and monitoring and evaluation and supports coordination and oversight of local organizations that have received subgrants from ABA ROLI. The Program Officer works under the direct supervision and reports to the Country Director.
Responsibilities
The tasks of the Program Officer include, but are not limited to, the following :
· Support and participate in program implementation including work plan development, planning and implementation of activities.
· Monitor and prepare briefs on the political and institutional context, in particular with regard to the constitution process and security.
· Support and / or participate in reflection initiatives in the areas of intervention of the program.
· Participate in the development of proposals and supporting budgetary requirements.
· In coordination with the Finance Manager, conduct procurement processes for expenses according to ABA ROLI’s policies, collect quotes and prepare tender documents when required, and prepare service contracts for partners, short term and long term contractors.
· Support the Finance Manager in the management and oversight of local organizations that receive subgrants from ABA ROLI.
· Provide support and is accountable for the administrative tasks for activities such as booking venues, making vendor payments, collecting receipts, and compiling activity expense reports for the Washington, DC office in coordination with the Finance Manager.
· Identify and promote information sharing between the two programs and various stakeholders, as well as with other implementers in the country.
· In coordination with other staff, consolidate narrative and financial reports from sub-grant recipients and support the DC office in its review of the reports.
· Assist in the preparation of monthly and quarterly narrative reports of the program.
· Write presentations, briefing and briefing notes, minutes of meetings and activities.
· Initiate and follow the administrative procedures for travel, in close consultation with the Finance Manager.
· Write outreach, information and communication materials.
· Performs other related duties as required.
Preferred Qualifications
Education and training:
· University degree or equivalent in law, or related disciplines;
· Strong understanding of the institutional framework of development ;
· Strong understanding of the national and regional context ;
· Strong understanding of program development and management ;
· Strong English skills both written and spoken ;
· Mastery of office tools (Word, Excel, PowerPoint, etc.).
Professional experience:
· National or permanent resident of Sudan;
· Previous experience in NGO projects in Sudan;
· 3+ years of experience in similar roles;
· Experience in managing procurement processes and managing service contracts and / or sub-awards for civil society organizations;
· Sound grasp of the current situation in Sudan, specifically, the transition process, specialized institutions/mechanisms established, familiarity with key political/national issues to be addressed in the constitution making process, and knowledge of the civil society sector;
· Experience in the design and drafting of briefing notes, presentations, reports;
· Professional experience within a multicultural team;
