Background
The American Bar Association Rule of Law Initiative (ABA ROLI) has worked with partners in more than 100 countries for 30 years to strengthen legal institutions, to support legal professionals, to foster respect for human rights, and to advance public understanding of the law and of citizen rights. ABA ROLI collaborates with in-country partners including judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and human rights and civil society organizations to design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.
Program Consultant, Asia
ABA ROLI seeks a consultant to provide program oversight and management of four U.S. Department of State-funded programs focused on anti-money laundering, access to justice for victims of human trafficking, and trial advocacy skills training of justice sector actors.
Scope of Work
The Consultant will be expected to undertake the following tasks:
Provide strategic leadership and oversight of four U.S. Department of State-funded programs with a total program budget of about $4 million focused on access to justice for human trafficking victims, criminal trial advocacy skills training for judges, prosecutors and defense lawyers, comparative research of adversarial justice systems, and anti-money laundering in Laos, Malaysia, Thailand and Vietnam;
Manage all aspects of the program cycle including program design, implementation, award compliance, recruitment, procurement, budget oversight, and monitoring and evaluation and donor reporting.
Supervise program staff in head office and the Vietnam country office, technical consultants, and pro bono experts.
Lead business development and proposal writing for grant opportunities within portfolio countries.
Liaise with donors, partners, and key stakeholders.
Participate in ABA ROLI internal meetings and events.
Other duties as required.
Qualifications
At least ten years of progressively responsible experiencing managing international development assistance programs focused on rule of law promotion, good governance, anti-corruption, and justice sector capacity building and reform.
Demonstrated experience supervising programmatic staff in headquarters and country office, as well as technical experts and consultants.
Demonstrated experience liaising with government stakeholders and partners.
Technical expertise in legal training, criminal justice system reform, and combatting trafficking-in persons.
Technical expertise in anti-money laundering and anti-corruption, and alternative dispute resolution preferred.
Experience in program design and proposal writing preferred.
Experience in high level representation to donors, government stakeholders and civil society representative.
Duration
Two-month, 40/hour a week contract with the possibility for extension. Immediate start preferred.
Compensation
Commensurate with experience.
