JOB SUMMARY
ABA ROLI seeks candidates to fill a China Program Officer position based in Hong Kong with travel within China. The Program Officer will work with the Program Director to design, implement, and evaluate ABA ROLI’s rule of law programs in China and provide administrative and financial support for them; develop relationships with program partners and collaborate with them to produce high-quality program activities; produce educational materials for use in program activities; write and edit reports for funders; contribute to preparing funding proposals, including budgets; monitor program expenditures; occasionally supervise interns or temporaries; make detailed financial and programmatic recommendations to the Program Director; and develop and maintain ties with substantive experts and peer organizations in Hong Kong. Competitive candidates will have a background in Chinese public policy and/or the Chinese legal system, experience working on international assistance programs in China or have substantive experience in the program areas of women’s rights or LGBT rights.
RESPONSIBILITIES
- Monitors overseas technical assistance programs and provides administrative and financial support to program managers and field-based staff.
- Writes and edits reports for funders. Prepares funding proposals, including budgets, and monitors program expenditures.
- Analyzes project/program performance and makes budgetary and programmatic recommendations.
- Other duties as assigned
QUALIFICATIONS
- Bachelor’s degree and at least 2 years experience
- Internet research and writing skills
- Analytical problem solving ability, self-direction, project experience
- Experience in international development and/or knowledge of the region
PREFERRED QUALIFICATIONS
- Proficiency in both written and spoken standard Chinese (Mandarin).
- Experience working for an association, NGO, or other not-for-profit entity.
- Familiarity with the Chinese legal system, as well as the current political, economic, administrative, and socio-cultural context in China.
- Experience working in one or more of the following areas: LGBT rights, women’s rights, criminal justice, environmental protection, legal professional education, capacity building, public participation, and access to justice.
- Excellent written and verbal communication skills.
