REGIONAL PROGRAM OFFICER, CLIMATE CHANGE AND HUMAN RIGHTS

GREATER JAKARTA AREA, INDONESIA

The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Regional Program Officer (RPO) to support the implementation of projects funded by the U.S. Department of State and other international donors. The RPO will support the Indonesia Country Advisor in contributing technical, administrative, and logistical support to the implementation of program activities in Indonesia, coordinating and assisting with activities implemented by partner organizations in Indonesia, as well as supporting activities led by subject-matter experts in other countries in Southeast Asia. The project topics include climate change and human rights, as well as women’s economic empowerment.

The candidate should have experience with the human rights impacts of climate change in Indonesia and in the region, experience working in women’s empowerment in Indonesia, and prior experience supporting donor-funded programming, preferably programming funded by the United States government. This position will be based in metro Jakarta and will report to the Indonesia Country Advisor based in Jakarta.

RESPONSIBILITIES

Responsible for day-to-day administrative tasks of assigned programs and support for Indonesia Country Advisor to ensure all programmatic requirements are being met/exceeded according to the ABA, ROLI, and grantor requirements;

Works with partners, supports accountability for all timely, accurate, and compliant in-country programmatic monitoring and evaluation;

Assists in developing project work plans, coordinating volunteer legal specialists and consultants, and assists in convening, organizing, and participating in training opportunities; contributes to effective collaboration and relationships to fulfill program objectives within cost constraints and garner additional funding from partners;

Assists regional program team in collaboration with ABA ROLI headquarters and Indonesian authorities to ensure that all programs and operations are compliant with local laws and regulations and, if required, have received all regulatory licensing/registrations prior to offering the program;

Assists regional program team to ensure compliance with all donor, ABA, US and Indonesian laws and regulations while supporting the program(s); ensures personal and program compliance with applicable anti-corruption laws;

Performs other related duties as required.

REQUIRED QUALIFICATIONS

University degree in law, environmental studies, sustainability studies, law, global affairs, international relations, or another relevant field.

At least 1-2 year(s) of relevant professional experience --related to human rights in Indonesia, ideally related to climate change and sustainability or women’s economic empowerment in Indonesia including prior experience supporting donor-funded programming.

Familiarity with rural and Indigenous communities in Indonesia and impact of climate change on these communities.

Experience working with government and other key stakeholders.

Ability to travel within Indonesia and internationally.

Legal ability to work in Indonesia.

Excellent written and verbal communication skills in English and Indonesian.

PREFERRED QUALIFICATIONS

Experience supporting implementation of regional or multi-country initiatives.

Experience supporting implementation of programs funded by the United States government.

Experience working with colleagues remotely.
