ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.
JOB SUMMARY
The ABA Rule of Law Initiative seeks a long-term Special Advisor for its Libya program, to be based in Tunis, Tunisia. The Special Advisor will undertake tasks required for the establishment of programs for a particular thematic area in the field office including, but not limited to, constitutional development and public outreach on the constitution, local governance and local dialogue. Responsibilities of this position will include, but are not limited to, providing expertise and advancing program objectives, maintaining partnerships with local stakeholders, and interacting with donor organizations. In addition, the Special Advisor will, in consultation with the Country Director and Security and Operations Manager, manage local staff, oversee administrative, financial, and logistical activities related to his/her program portfolio. This is a high profile position that requires a great deal of maturity and diplomatic skill.
RESPONSIBILITIES
Under direction of the Country Director, oversee project management components of assigned projects. Activities will include:
Contributing to the development of program work plan;
Leading the implementation of program activities;
Contributing technical expertise;
Maintaining relationships with local stakeholders and collaborating with them on program implementation;
Managing local staff and international volunteer legal specialists;
Overseeing budget planning and implementation;
Maintaining accountability for business funds; performing required sponsor and/or ABA reporting, monitoring and evaluation;
With the Country Director and ABA ROLI-DC - manage project finances, process contracts, MOUs, and other legal documents, draft donor program reports, and prepare program outreach materials;
Liaise with local stakeholders, US and other international donors, and other international assistance providers on relevant political and legal developments;
Engage in fundraising efforts with donor agencies and organizations active in the host country;
Other duties as needed.
QUALIFICATIONS:
JD or foreign equivalent and 5-7 years of relevant work experience in the targeted area of technical assistance;
Experience implementing and managing international rule of law or democracy and governance program;
Relevant foreign language skills preferred.
PREFERRED QUALIFICATIONS:
Previous experience implementing programming in conflict or post-conflict environments;
Previous experience with constitutional development, public outreach, local governance and/or local dialogue programming;
Experience successfully remotely managing local staff;
Experience managing a USG-funded cooperative agreement;
Knowledge of legal reform issues;
Working knowledge of MENA region is highly desirable.**
