The American Bar Association Rule of Law Initiative (ABA ROLI) is recruiting a Program Manager & Operations Lead to oversee anticipated regional programming run out of ROLI’s office in Taipei focused on East Asia, LGBTIQ+ rights and Internet Freedom and to help grow ABA ROLI’s regional portfolio.
ABA ROLI is recruiting a Program Manager & Operations Lead to manage and oversee the operations of ROLI’s office in Taipei, Taiwan and all regional programming currently and anticipated to be run out of that office including, programs focused on engaging civil society, legal sector, and private sector in East Asia and East Asian diaspora communities in Southeast Asia, regional programs focused on LGBTQI+ people, as well as programs on Internet Freedom. In this position, the Program Manager & Operations Lead will be responsible for day-to-day operation of the Taipei Office, oversee programs within country portfolio, build strategic partnerships with entities in Taiwan and the region and assist the Program Director and Regional Program and Operations Manager in overall strategy development and implementation for the East Asia office among other duties and responsibilities as outlined below.
Responsibilities:
The Program Manager & Operations Lead is responsible for an understanding and application of principles, concepts, practices, and standards of program management for one portfolio of ABA programs in the Center for Global Programs. Principal Duties/Job Responsibilities listed in order of importance and/or time spent:
Project Management
- Contributes to work plan development, activity budgeting, and monthly and annual oversight of all programs within a program management unit, while ensuring adherence to programmatic and financial award requirements.
- Oversees project reporting and the development of M&E plans internally ensuring effective implementation of M&E systems based on quality data. Assesses MEL performance vs workplan progress and makes adjustments to program implementation based on that assessment.
- Supports the DC-based program staff in managing budgetary tracking tools to review actual to planned budget expenditures, modifying program approach to optimize budget utilization within the scope of the award.
- Ensures compliance with U.S. Government and ABA regulations, including the Foreign Corrupt Practices Act, the 2 CFR 200, and other regulatory procedures, designing and implementing systems to ensure programmatic compliance.
- Has financial responsibility in his/her home office (functions as approver of all expenditures and serves as signatory on bank accounts), responsibility for financial controls, and contract/subaward for submission to final signatory. Performs quality oversight of financial management in other offices within his/her portfolio, conducting periodic reviews of expenditures for accuracy and reasonableness.
Business Development
- Supports the development of proposals in collaboration with DC-based program staff and under the supervision of the Program Director.
- Understands and contributes to coordination efforts with stakeholders, both internal and external. Experience in the creation, fostering, nurturing, and expansion of working relationships with host governments, regional legal leaders, other NGOs, and similarly situated entities.
- Contributes to current and future programming, through technical and operational approaches.
Other Tasks
- Manages field-based program staff within her/his portfolio.
- Understands and customizes, when needed, do no harm principles in the program or country of operations. Possesses a general awareness of economic, political, and social trends in the operating environment, and develops and implements of risk mitigation strategies.
- Coordinates with communications and outreach departments to provide input through a variety of products such as blogs, briefers, website updates, and others.
- Performs other related duties as required.
Supervisory Responsibilities:
Does this position have supervisory responsibilities? (i.e. hiring, recommending/approving promotions and pay increases, scheduling, performance reviews, discipline, etc.) YES
Basic Qualifications & Interests (BQIs):
- Bachelor’s degree in a relevant field of study. from an accredited college or university and at least ten years’ experience in program and/or development activities, one year of which must have been overseas; OR, possession of a Juris Doctorate from an ABA-accredited law school or foreign equivalent and at least seven years’ experience in program and/or development activities.
- At least three (3) years’ experience in program management capacity including grant funded programs (U.S. Government-funded program management), and programs in highly restrictive environments.
- At least one (1) years’ experience supervising a team which must have included providing performance feedback to direct reports.
- Demonstrated expertise in one or more of the following areas: international human rights law, LGBTQI+ rights, digital authoritarianism, and transnational repression.
Preferred Qualifications & Interests (PQIs):
- Previous work experience in one or more countries in East Asia.
- Demonstrated expertise in East Asian country.
- Excellent interpersonal skills and ability to work effectively with diverse groups of stakeholders.
- Strong research, writing, analytical, knowledge management, and communication skills.
- Effective time management and a strong ability to multi-task, adapt and manage competing priorities in a fast-paced environment.
- Ability to work effectively within a team and individually across an international environment.
- Demonstrated experience in creating, building, and maintaining professional relationships.
- High degree of organization, professionalism, integrity, trustworthiness, and flexibility.
- Ability to use discretion when working with confidential documents and information.
Physical Requirements:
This position will be based in Taipei, Taiwan.
Extent of Travel Required in the Job:
As a normal course of business, this job will typically require travel up to 25% of the time.
