The American Bar Association-Rule of Law Initiative is seeking a MEL Specialist to join the Learning, Evidence and Impact division. The MEL Specialist supports the design, development and implementation of monitoring, evaluation, and learning function and activities of the Center for Global Programs and ABA ROLI MEL policies.
The MEL Specialist contributes to new business efforts, including proposal development, assisting in continuous training and mentoring programs for program staff, and assisting in TOC and logic model development. Serves as the technical support and one of the administrators of the performance management system. Works with program staff to produce data dashboards and integrate data in proposal documents and reports. Trains staff on MEL principles, processes, and tools, including quantitative and qualitative data collection, analysis, and use. Supports program level data quality assessments and internal evaluations.
Essential Job Functions and Responsibilities
- Assist staff in planning and design of new programs and development of monitoring, evaluation, and learning plans, and their integration in program work plans and budgets.
- Works with proposal team (writer, cost preparer, lead) on activities, feasibility, and measurement approach on proposals over USD 1 million.
- Drafts log frames, narratives, and MEL plans (indicators + targets) alongside proposal teams in divisions.
- Collaborates with subject matter experts to set indicator targets, informed by existing project data, donor requirements, and ABA thematic indicator menus.
- Contributes to the repository of indicators for different donors and thematic indicator menus.
- Provides support for programs with data analysis and reporting.
- Support creation of tools and templates for MEL in proposal design, performance monitoring, data collection, and analysis by the programs.
- Provides input and updates to MEL language on ABA CGP’s organizational capacity on MEL, including budget considerations and staffing.
- Works with program staff to integrate data in proposal documents and reports.
- Provides quality reviews for specific MEL products as assigned.
- Supports MEL recruitment and training efforts on program level. Delivers trainings and MEL orientations to staff.
- Represents ABA CGP at internal and external fora related to MEL issues.
- Performs other related duties as required.
Required Education, Qualifications, Experience
- Possession of a Bachelor’s degree from an accredited college or university.
- 2 years of experience working on monitoring, evaluation, and learning domestically or internationally
- Demonstrated skills in Microsoft Office, Microsoft Excel, and Microsoft PowerPoint.
- Demonstrated skills in working with databases such as Access or other.
Preferred Education, Qualifications, Experience
- Experience or classwork relevant to monitoring, evaluation, learning, data collection or analysis.
- Master’s Degree
- Relevant foreign language such as Spanish, French, Arabic, or Russian
- Experience with US Government funded contracts, grants and cooperative agreements.
