ABA ROLI is seeking a Transitional Justice Expert to carry out a portion of a judicial baseline assessment in Libya. The consultant would assist with the development of the transitional justice portion of the judicial baseline assessment framework, carry out an inquiry into Libyan transitional justice mechanisms, and produce a report based on their findings. This consultant position would require one or two trips to Tunis, Tunisia, in conjunction with workshop facilitation responsibilities.
RESPONSIBILITIES
· Conduct detailed analysis of transitional justice mechanisms in Libya, including relevant legislation, regulations, and policies;
· Facilitate two workshops with key Libyan justice sector actors for the purposes of finalizing assessment framework, information gathering, sharing of best practices, and drafting of recommendations for improvement;
· Develop a narrative report articulating recommendations for improving the Libyan legal framework for transitional justice with a focus on international law standards and best practices, the realities and needs within Libya, and resolution of any current gaps or inconsistencies;
· Other duties as required.
QUALIFICATIONS
· Possession of a JD from an ABA-accredited law school or equivalent;
· Expertise in judicial reform, transitional justice mechanisms and related issues, international standards and comparative analysis, related topics.
· Regional expertise in transitional environments, particularly as it relates to Libya;
· Proven ability to operate in high-level environments where a strong degree of tact and diplomacy may be required;
· Excellent written and verbal communication skills in English;
· Arabic or French skills a plus, but not required.
