The American Bar Association Rule of Law Initiative (ABA ROLI) is a nonprofit organization that implements legal reform programs in over 60 countries around the world. ABA ROLI has nearly 700 professionals working abroad and in its Washington, DC office. ABA ROLI 's host country partners include judges, lawyers, bar associations, law schools, court administrators, legislative councils, ministries of justice and a wide range of civil society organizations, including human rights groups.
ABA ROLI has worked in the Central African Republic since January 2015, implementing programs to support access to justice and promote responsive governance. To date, ABA ROLI has supported local civil society to encourage citizen participation in the constitutional reform process; provided access to legal services through a network of legal aid clinics; and coordinated with justice institutions to plan and conduct workshops to develop the skills of court clerks, prosecutors, attorneys and judges.
For the implementation of ABA ROLI’s program to support the rule of law and the consolidation of peace in the CAR, ABA ROLI seeks a Justice Sector Coordination Advisor to oversee general program implementation and to facilitate coordination with government institutions and local justice actors.
JOB SUMMARY
Justice Sector Coordination Advisor, Bangui, Central African Republic: The ABA Rule of Law Initiative seeks a Justice Sector Coordination Advisor for a recently initiated program to assist government partners in the CAR to improve planning and coordination in an effort to identify service gaps, and to coordinate the redeployment of justice services in the Central African Republic. The Justice Sector Coordination Advisor will work with government representatives and civil society counterparts to facilitate participatory planning through a series of retreats and coordination meetings. A successful candidate will have demonstrated competencies to plan, manage, monitor and oversee programming in a complex and evolving environment. The Coordination Advisor position is full time and available immediately. Domestic travel may be required.
RESPONSIBILITIES
Under the supervision of the Country Director (based in Bangui, CAR), the Coordination Advisor will:
- Liaise with key government and non-governmental justice sector actors, including the Ministry of Justice, the Ministry of Reconciliation, and local civil society organizations to foster participatory planning of retreats and coordination meetings. The CA will maintain relationships and ensure program buy-in;
- Assist and support the formulation of an implementation strategy that clearly develops workplans and articulates deliverables with defined roles and responsibilities for all stakeholders ;
- Track, report on, and develop updates that ensure dissemination of program timelines, workplans, deliverables, and successes.
When necessary, facilitate coordination meetings and lead efforts to promote participatory planning. QUALIFICATIONSRequired
Juris Doctorate in law, or equivalent, or Master’s Degree in Public Administration, Project Management, Economics or development-related field.
A minimum of three years of legal experience and /or experience in management of a democracy and governance support program or a related field ;
Experience working in a multi-cultural environment, preferably in Africa, and the ability to thrise in a challenging political environment ;
Ability to communicate both orally and in writing in French and English. French language fluency is required ;
Proven ability for planning and program monitoring, problem solving and organizational skills;
Ability to work proactively with minimal supervision;
Consistently high level of professionalism, initiative, judgment and discretion;**Preferred**
Experience in organization and coordination of high-profile events is an asset.
Knowledge of the justice sector, legal system and socio-political context of the Central African Republic ;
Fluency in English preferred
