Pakistan: ABA ROLI Program Manager/Advisor, Counterterrorism Financing, Pakistan

JOB SUMMARY

ABA ROLI seeks a full-time Program Manager/Program Advisor to provide senior leadership of a program seeking to develop Pakistan’s ability to prosecute terrorism financing cases and develop the rule of law in Pakistan, under supervision of the ABA ROLI Asia/Pacific Director and Pakistan Program Manager (located in Washington, D.C.). Based in Pakistan, the role will be responsible for overseeing Pakistan-based support staff, leading project activities and trainings under the program, and liaising between ABA ROLI DC staff and local partners based in Pakistan for a two-year program. The role will also require attention to managing expenses, financial forecasts, and supporting the monitoring and evaluation of activities. The role is likely to commence in October 2018. Funding is expected for this position until at least September 2020.

RESPONSIBILITIES

· Supports the recruitment of short- and long-term experts for programs in Pakistan;

· Leads curriculum development and delivering and/or organizing training for stakeholders under the program on issues relating to counterterrorism financing;

· Provides support to and is accountable for logistical arrangements for program activities;

· Participates in ABA ROLI representation in Pakistan;

· Actively participates in the development of M&E plans and ensures the effective implementation of M&E systems is based upon such data;

· Participates in donor relations;

· Understands the changing operational and political environment and keeps senior management informed;

· Assists in all compliance efforts with ABA and other donor policies, practices, procedures, and regulations. Accountable for adherence to and compliance with the Foreign Corrupt Practices Act [FCPA];

· Assists in the creation, fostering, nurturing, and expansion of working relationships with the Pakistani government, Pakistani legal leaders, other NGOs, and similarly situated entities to bolster and enhance the opportunity for achieving/exceeding ABA and ROLI plans and program objectives;

· Performs other related duties as required.

QUALIFICATIONS

· Law degree or a master’s degree in the social sciences;

· At least eight years of progressively responsible experience in legal practice, rule of law/justice development, and/or a related field;

· Thorough knowledge and understanding of the counterterrorism financing landscape in Pakistan;

· Previous experience working with Judges, Prosecutors, or Investigators in Pakistan;

· Based out of Islamabad or Lahore;

· Experience working with donor-funded projects, ideally with familiarity with U.S. regulations;

· Previous supervisory experience;

· Strong written and oral communication skills and the ability to communicate effectively in English and Urdu/or another local language in Pakistan;

· High degree of organization, professionalism, integrity, trustworthiness and flexibility;

· Excellent interpersonal skills with demonstrated ability to cultivate relationships with the Government of Pakistan, civil society organizations, and other stakeholders relevant to promoting the rule of law in Pakistan;

· Ability to use discretion when working with confidential documents and information;

· Ideally previous work experience in a not-for-profit, association, and/or NGO setting.
