ABA ROLI is a non-profit organization that implements legal reform programs in roughly 50 countries around the world. ABA ROLI has nearly 500 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.
JOB SUMMARY
ABA ROLI seeks a full-time Monitoring and Evaluation Officer (M&E Officer) to oversee implementation of the monitoring and evaluation of ABA ROLI activities in the Philippines. The M&E Officer will report directly to the Deputy Chief of Party. Based in Manila, Philippines, the M&E Officer will focus on monitoring and evaluation data collection, retention and reporting and training on M&E to staff and project beneficiaries. The ideal candidate will have 3-5 years of experience working in the Philippines managing donor funded projects. The role is available by April 2019, and funding is expected until at least September 2021.
RESPONSIBILITIES:
- Lead the design and implementation of the Monitoring and Evaluation Plans for ABA ROLI Philippines’ programs, including ensuring that logic between activities and outputs are within the donor-approved performance indicators and program goals;
- Initiate program monitoring and evaluation baseline data gathering and target setting;
- Ensure timely and accurate activity data gathering and collate M&E reports from assigned program staff for inclusion in periodic reports to donors;
- Encode, update and track project data in the project retention data base;
- Update and maintain inventory, filing and compilation of project reports and outputs, both manually and electronically;
- Assist in providing monitoring and evaluation training and oversight to project staff and beneficiaries;
- Provide monitoring reports to supervisor or program manager and participate in analyzing and identifying causes of potential challenges in project implementation; and,
- Ensure that, in general, project monitoring arrangements comply with the provisions of the donor agreements.
SKILLS/QUALIFICATIONS:
- Fluent in oral and written English
- Excellent writing skills
- At least three (3) years solid experience in program monitoring and evaluation with donor funded projects, preferably in rule of law/justice or governance programs
- With advanced skills in MS office, Excel and MS access
- Has the ability to work independently and provide results within a strict timeline.
- Works well as a team member
