ABA ROLI Evaluation Consultant, Kazakhstan
Description
ABA ROLI is looking for a consultant to support the Kazakhstan Judicial Program by designing, implementing, and writing an evaluation for the period of performance. KJP has been implemented by ABA ROLI since 2012; as it moves to the final year, ABA ROLI is interested in understanding what approaches have been successful while evaluating the impact of the program in strengthening the judiciary. ABA ROLI is in search of a qualified individual with experience in programmatic evaluation, particularly for USAID-funded programs, and would be available to travel to Kazakhstan between June and August 2019.
Responsibilities:
Work with the KJP staff (both remotely and in person) to discuss the terms of the evaluation;
Carry out the scope of work for the evaluation, including travel to Kazakhstan (primarily Nur-Sultan, with potential travel to the regions) for data gathering;
Write the evaluation report incorporating recommendations for future activities to support the development of the judiciary.
Qualifications
Master’s degree in relevant field highly preferred with 5 or more years’ experience in leading evaluations
Experience supporting human rights in development contexts preferred
Experience working on USAID-funded programs
Experience working in partnership with local stakeholders is highly desirable
Russian language skills preferred
Ability to work forty (40) days between May and September of 2019, with travel of up to three weeks to Kazakhstan in July.
