ABA ROLI seeks one to two part-time consultants to provide technical assistance to an in-person and online Community of Practice (CoP) of rule of law practitioners on justice sector measurement and data collection. Consultant will work remotely and online, and participate in periodic meetings in Washington, DC.
Roles and Responsibilities
The Expert/s will 1) lead the development of two practice note/toolkits one on justice sector assessment tools and a second on measuring success of justice sector programs; 2) identify written materials or resources which may be of assistance to CoP members and to feature on a knowledge portal; 3) facilitate periodic CoP discussions; 4) lead a discussion on the toolkits to socialize the toolkit among U.S. government POCs and leads.
Scope of Work/Expected Deliverables
Lead development and drafting of practice notes/toolkits based on consultations with the Justice Measurement and Data Collection CoP members and other stakeholders;
Identify resources to feature for knowledge portal and CoP discussions on justice sector performance assessment tools and on measuring for success in justice sector intervention;
Help moderate in person CoP Meetings;
Generate discussion on the CoP’s online forum by highlighting important/recent developments, resources, or events related to justice sector performance assessment tools and measurement of success; following up on discussion questions from CoP members; inviting specific members of the community to respond to questions from others on the forum, calling attention to responsive resources on the Knowledge Portal, and contextualizing or removing comments that are incorrect or misleading;
Any other related task as directed by ABA ROLI.
Key Deliverables:
Practice notes/ toolkit on justice measurement and data collection that stem from coordinated insight from CoP members and other stakeholders
Inputs to list of resources for the CoP
Moderation of specific CoP meetings
Facilitate or stir online discussions on the knowledge portal
Desired Qualifications
For this assignment, ABA ROLI seeks a subject matter expert with the following qualifications:
At least fifteen years of experience as a criminal justice sector reform or justice institution capacity building expert, with extensive experience in the assessment of country or region’s justice sector performance
Demonstrated knowledge of issues and applicable international standards for justice sector performance
Experience implementing U.S. government-funded rule of law programs.
A qualified lawyer with a degree in law from an accredited law school. JD, LLM, PhD or JSD or an expert with a Masters degree or PhD in evaluation, research, social sciences, criminal justice, and related fields and with more than 15 years of experience in justice sector assessments, monitoring and evaluation at various levels of implementation is preferred.
Ability to work effectively with a large, multi-stakeholder team, spread across time zones.
Sufficient computer skills to engage with and moderate discussions for an online Community of Practice.
Excellent written and verbal communication skills in English are required.
Place and Period of Performance
The Consultant/s will be home-based with one to two trips scheduled to Washington D.C. Consultants will perform within the timeframe of the Program, and may start from April 2020 to end no later than September 2022*.
*The period of performance will be clarified and finalized once the work plan is finalized with the donor in April or May 2020. Work plans are being developed to incorporate interim measures needed due to extraneous conditions brought about by the recent COVID-19 pandemic.
Reporting Lines
The Consultant/s will report to the JusTRAC+ Program Director.
