ABA ROLI is a non-profit pro­gram that implements legal reform programs in over 60 countries around the world. ABA ROLI has nearly 700 professional staff work­ing abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organi­zations, including human rights groups.

JOB SUMMARY

The ABA Rule of Law Initiative seeks a short-term Freedom of Expression (FOE) Advisor for a program promoting freedom of expression in the Arabian Peninsula. Under the program, the FOE Advisor will assist legal professionals including lawyers, judges, and prosecutors, as well as civil society organizations gain knowledge and skills to influence the extent to which freedom of expression is protected in the Arabian Gulf and promote engagement among justice sector institutions on FOE issues. The candidate will be based in Bahrain.

RESPONSIBILITIES:

• Design and implement project activities, including capacity-building and network building events with local partners on freedom of expression;

• Facilitate informal discussions around FOE issues and provide mentorship to stakeholders and partners;

• Provide technical assistance, including analyses, guidelines, and modules for use by the legal community, government officials, CSOs, media representatives, and others;

• Prepare technical reports to the Regional Director and relevant donor(s); and

• Other duties as needed.

QUALIFICATIONS:

• JD or foreign equivalent and at least five years’ professional experience;

• Proven experience with and expertise in freedoms of expression and information;

• Experience managing and implementing US Government donor-funded international development programs;

• Proven ability to engage constructively with governments and civil society/media networks

• Experience in program strategy and design as well as project management;

• Excellent research, analytical, writing, and presentation skills; and

• Fluency in English (knowledge of Arabic is a plus)
