Bosnia and Herzegovina: ABA ROLI Long Term legal Specialist, Financial Crimes, Bosnia and Herzegovina (pro bono)

The ABA Rule of Law Initiative seeks Long-Term Legal Specialist to lead a new program to strengthen the BiH criminal justice system. The Specialist will take a lead role in program design and implementation, and in establishing and managing daily communications with local partners.

RESPONSIBILITIES:

· Delivering technical assistance and trainings to judges, prosecutors and investigators to improve judicial, investigative, prosecutorial, capacity to prosecute, investigate and adjudicate financial crime-related cases (including corruption, organized crime, and terrorism);

· Organizing roundtables on obstacles to effectively tackling financial crime-related cases in BiH;

· Managing a field office of several persons implementing the program;

· Overseeing field office financial management;

· Developing criteria for selecting diverse local trainers for the program; and

· Developing and delivering online/video recordings on core financial crime topics.

QUALIFICATIONS:

· J.D. or foreign equivalent, or other related advanced degree;

· Thorough knowledge of financial crime-related cases (e.g., corruption, organized crime, and terrorism);

· Experience with all phases of white collar crime prosecutions including investigations, trials and appeals involving range of financial crime topics, such as money laundering, procurement fraud, international legal assistance, asset forfeiture, judicial analysis/review of technical evidence, use of forensic accountants, etc;

· At least 5 to7 years of progressive experience in developing, managing, and evaluating criminal justice reform programs with the involvement of prosecutors, judges, and investigators, and/or civil society organizations, preferably in Eastern Europe;

· Prior experience in working on international technical assistance programs;

· Prior working experience in BiH and/or knowledge of BiH’s criminal justice system challenges, preferred.
