ABA ROLI is seeking an expert consultant to support the development and administration of the bar examination in the Maldives. The expert should have significant experience developing and producing licensing tests used for admission to the profession of lawyer; administering bar exams or providing support to exam administrators before, during, after exams; developing scoring systems for bar examinations; and providing training and technical assistance to bar exam developers, administrators, and graders. Prior knowledge of the Maldivian legal system is not required as the consultant will work closely with Maldivian experts.
The consultant can be based anywhere in the world but must be available for regular calls or videoconferences with the Maldivian Bar Council and ABA ROLI’s Maldives team. The consultancy is expected to begin in early September 2020 and continue for 3-4 months. Due to the global pandemic, the consultant is not expected to travel.

RESPONSIBILITIES
Working with Maldivian counterparts and ABA ROLI, the expert consultant will: **
· provide technical and drafting assistance to develop the content of the bar examination
· provide technical assistance for the administration of the bar examination before, during, and after the exam
· provide technical assistance for the development of a scoring system and for grading of the bar examination
· provide training to examination drafters, administrators, and graders
· other responsibilities as required for the successful development and administration of the bar examination
QUALIFICATIONS
· University degree in a relevant field
· Minimum of 10 years’ experience in development and/or administration of bar examinations
· Familiarity with testing software and online examinations preferred
· Prior experience working internationally preferred
· Flexibility to work outside of normal business hours to accommodate the schedules of Maldivian counterparts
· Highly organized, with ability to multi-task and remain calm under time pressure
· Demonstrated ability to work effectively individually and as a team
· Excellent written and verbal communication skills
· Ability to use discretion when working with confidential documents and information
· Interest in and commitment to the rule of law
