Peru’s National Board of Justice (Junta Nacional de Justicia or JNJ Consultancy

The ABA seeks a contractor to design and implement a software program to conduct automated evaluations of prosecutor and judge applicants for Peru’s National Board of Justice (Junta Nacional de Justicia or JNJ). The JNJ is responsible for nominating, confirming and discipling judges and prosecutors at all levels in Peru. Development and execution of this project is to be completed within 75 days of the executed contract.

Objectives

  1. Design institutional processes to establish a Confidence Assessment, which will include, at a minimum:

  2. Description and development of internal processes;

  3. Position descriptions; and

  4. Job descriptions.

  5. Design and/or adapt a high-tech tool that processes relevant public information and generates a personalized database for individual searches. The tool must:

  6. Gather data from relevant public institutions, such as:

  7. RENIEC;

  8. SUNARP;

  9. INFOCORP;

  10. SUNAT; and

  11. Other relevant entities.

  12. Cross-reference and analyze information obtained from data sources.

  13. Produce written reports and spreadsheets, and import, export, and email such reports.

  14. Include an automated alert system for irregular results, such as having a net worth imbalance.

  15. Systematizes data to generate predictability criteria.

  16. Include a search engine.

  17. Access levels for end users, administrators, and senior administrators.

  18. Be developed under technical requirements (programming language, database manager, etc.) that provide for its installation, sustainability, administration and development by the specialized units of the National Board of Justice.

  19. Additional requirements as needed.

  20. Implement the tool in a way that supports the establishment of a set of administrative processes and protocols within the JNJ for its efficient and sustainable management.

Preferred Qualifications

Professional in Industrial Engineering or Business Administration with a minimum of 10 years of experience in organizational design and product development processes. A minimum of 5 years of experience in the design and development of technological processes of Latin American public administration entities, preferably Peruvian and linked to the administration of justice.

Basic qualifications of the consulting team

Professional in systems engineering or systems programmer with a minimum of 5 years of experience in programming technological tools for information systems management.

Law degree with a minimum of 5 years of experience in public management with specialization in administrative law and administration of justice.
