The American Bar Association Rule of Law Initiative (ABA ROLI) has worked with partners in more than 100 countries for 30 years to strengthen legal institutions, to support legal professionals, to foster respect for human rights, and to advance public understanding of the law and of citizen rights. ABA ROLI collaborates with in-country partners including judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and human rights and civil society organizations to design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.
Since 2002 the RACA program funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs has worked to combat corruption and promote transparency and integrity by: educating government officials in the Asia Pacific region about anti-corruption best practices and strategies for combatting transnational crimes; building the capacity of governments and NGOs to promote anti-corruption efforts; and helping to broaden key stakeholders’ understanding of regional and international anti-corruption conventions, including the United Nations Convention against Corruption (UNCAC).
Projection description
ABA ROLI seeks a Technical Advisor (consultant) to assist with the planning and organization of select RACA activities in Lao PDR and Thailand; support the development and promotion of select RACA knowledge products and to provide additional ad hoc support to RACA’s Anti-Corruption Advisor in the implementation of regional program activities. Applicants should have prior experience/knowledge working in Southeast Asia; organizing and planning international workshops and trainings with host country government counterparts and working on anti-corruption programming ideally with a focus on pro-integrity training. Program support may include liaising with program partners and stakeholders, reviewing program outputs, seeking stakeholder input and feedback on program outputs, and other tasks as required to achieve the program’s objectives in Thailand and Laos PDR.
The assignment will be remote with the possibility of travel for in-person implementation of events.
Time frame
The consultant is expected to work through September 2021 subject to funding.
Duties & Responsibilities
The consultant will:
Using ABA ROLI knowledge products, facilitate support for Lao and Thai Government authorities on pro-integrity and good governance training, including law enforcement governance and separate outreach for students and youth.
Facilitate and co-lead events in Thailand and Lao PDR, including, but not limited to, a multi-lateral law enforcement integrity event; a regional business integrity event and other trainings adapted to the local context and priorities, particularly COVID 19 pandemic controls.
Facilitate the engagement of other facilitators if necessary.
Perform other related duties as required.
QUALIFICATIONS AND EXPERIENCE
The advisor should meet the following minimum requirements:
Minimum of five (5) years of experience working on international development assistance programs focused on anti-corruption, good governance, law enforcement integrity, justice sector reform, training, mentoring and capacity building
A university degree in law, public policy, public administration, corporate governance, development assistance, international relations, or other relevant discipline.
Prior experience planning and organizing international workshops and trainings.
Demonstrated knowledge of anti-corruption in Thailand and/or Laos PDR
Experience with program implementation and/or monitoring and evaluation of program activities;
Excellent written and oral English language skills
Preferred qualifications:
Experience working on law enforcement integrity programming
Experience working on international donor-funded programs, preferably U.S. government funded programs.
Experience with business development and proposal drafting for grant opportunities.
Laos and Thai language proficiency
